HomeMy WebLinkAboutLand Information Meeting April 20 2017 Land Council Information Meeting - April 20, 2017 8:30 a.m. Meeting was called to order by Marilyn Pierce. Members present were Marilyn Pierce, Chris Colney, Bob Keeney, Jay Adams, Tammy Hampton, Jon Miles, and Chris Johll. SWWRPC Executive Director Troy Maggied and Victor Teng, GIS Specialist were also in attendance. Committee member Jeff Anderson arrived after several agenda items had been discussed and left the meeting early. Motion was made by Bob Keeney, seconded by Tammy Hampton to approve the minutes of the meeting of December 14, 2106. Motion carried. Discussion was held regarding the appointment of a new Land Information Officer and new Land Information Secretary. Lynda Schweikert has offered to be the Secretary and Chris Colney has offered to be the Land Information Officer. Motion was made by Bob Keeney and second by Tammy Hampton to appoint Lynda and Chris. Motion carried. Discussion was held regarding status of Grant monies from 2016. All of the Grant money has been received and all of the State requirements for the Grant money have been met. The 2017 Grant was discussed as well. Marilyn Pierce reported on the status of the dollar amounts in the different Land Information accounts. Chris Colney reported on there being a number of parcels in Grant County that appear to have buildings located within their boundaries, but the assessments for such parcels do not show improved values. Discussion followed and it was decided this should be brought to the attention of the assessors and municipalities. This will be brought to the attention of Lynda Schweikert and the building inspectors for Grant County. Jay Adams, County Surveyor has paid membership dues of $275.00 for WSLS and $100.00 for WCSA for the year 2017 out of pocket. Bob Keeney made the motion to reimburse Jay Adams from Land Information monies, second by Chris Johll. Motion carried. Jay asked the committee if he is working privately for a municipality and he could do a remonumentation for the County, should he do. Discussion regarding separation of duties was discussed and Jay stated that it is possible for county-specific tasks can be separated from private business with documentation. It was decided the county would benefit and that Jay should go ahead and do remonumentation-specific tasks while visiting any corners he happens upon and bill Grant County for the time/materials specific to the remonumentation. Discussion was held regarding the base budget for the 2017 Grant and all items have already been met. Marilyn stated the report for the Grant will be sent in to the State as to what expenses we have paid for in June of 2017. Chris Colney brought up the fact that there are Outlots that are “common element” parcels that do not have parcel numbers, and there may be a loss in assessments with this. The property that he is working on has 3 Outlots with approximately 30 acres. It was discussed and decided the Outlots be assigned parcel numbers, but no value be placed. Each Lot that has a 1/54th interest in should have a note in the legal description stating “also includes xx/xxth interest of Outlots x, xx and xxx” or use the new parcel numbers for the Outlots. Interest acres will be noted in the legal description and all municipalities and assessors will be made aware of this information. These steps should ensure lands of shared interest do not get lost (untaxed) during a transfer. Assessors will be contacted and held accountable and will verify their assessments accurately include all taxable shared interest land. Municipalities will also be notified of these changes in assessment/taxation. Discussion was held regarding the parcel maps are up and available. However, the GCGIS server needs to meet the minimum requirements as stated by ESRI’s software documentation, ESRI’s Solutions Engineers, Cloudpoint Geographic and ESRI’s Technical Support Staff. Chris Colney stated he placed a Help Ticket in December 2016 to the IT Department to set up a server that meets the minimum requirements of the software and it was not set up correctly. He re-opened the ticket on 4/10/2017 asking for adequate resources and received no reply. He then followed up on 4/13/2017 asking for an update. This too went unanswered. As of this meeting he had not received any communications from any member of the IT Department. Currently, the interactive web map for Grant County is slow, unresponsive, and is prone to freezing because the minimum requirements have not been met. The Committee recommended Chris include all Land Information members on the Help Ticket and also include members of the IT home committee to get this matter resolved.
