October 27, 2021
The Land Information Council met on Wednesday, October 27, 2021, at 9:00 a.m. in the County Board
room 264 and also via Zoom.
Members present: Lynda Schweikert, Andrea Noethe, Tammy Hampton, Nathan Tranel, Shane
Drinkwater, Robert Keeney and Carrie Eastlick. Troy Maggied, Jaclyn Essandoh and Liam Kane-Grade
were in attendance online.
The meeting was called to order at 9:00 a.m. Tammy Hampton verified on behalf of Tonya White that
the meeting was in compliance with the open meeting law, posted at the Administration Building,
Courthouse and on the county website.
Agenda: Carrie Eastlick, second by Andrea Noethe made a motion to approve the agenda. Motion
carried by voice vote.
Minutes: Shane Drinkwater, second by Robert Keeney made a motion to approve the minutes from the
September 30, 2021 meeting. Motion carried by voice vote.
SWWRPC Data Sharing Agreement: Troy Maggied will be updating the verbiage to reflect the Green
County agreement and also adding a 3-year sunset date to allow for review in the future. Robert
Keeney, second by Shane Drinkwater made a motion to approve the sharing agreement with the
changes stated. Motion carried by voice vote.
LandNav/Fidler: Discussion was had and the council decided we need to get both software parties
together for a Q & A to determine the next steps forward. Carrie and Andrea will reach out to each with
the hopes of scheduling this for our next meeting on 11/24/21.
2022-2024 County Land Information Plan Draft Review: We received feedback from Pierce County and
Peter Herreid. Pierce comments were mainly referencing our links not working. Nathan said he tested
and they worked properly, so assuming it was possibly their end with issues. Peter’s feedback was
mostly directed towards the PLSS layer that Jay Adams does. He was unable to make the meeting so
Lynda will be reaching out to him to work through list. The cost estimates should be changed in the plan
after we receive more information from LandNav and Fidler. Lynda stated we are looking good overall.
Once these last few changes are done, we should be able to approve at our November meeting.
Lynda and Nathan will get together to review Waupaca County’s Plan.
2022 WLIP grant application: Lynda and Nathan will also go through this application to look over all of
the benchmarks when they meet. If they have any questions they will bring them back to the council.
We will also need the LandNav/Fidler costs for this application as well.
Department Reports: Brief update by all in attendance
Adjournment: Robert Keeney, second by Tammy Hampton made a motion to adjourn until November
24, 2021. Motion carried by voice vote.
