HomeMy WebLinkAbout04-20-2023 Land Infor minutesLand Information April 20, 2023 The Land Information Council met on Thursday, April 20, 2023, at 2:30 p.m. in the County Board Room 264 of the Administration Building 111 S. Jefferson St., Lancaster, WI. Members present: Robert Keeney, Tiffany Ehlen, Erik Heagle, Shane Drinkwater, Andrea Noethe, Tammy Hampton, Carrie Eastlick, Chris Johll, Tonya White. The meeting was called to order at 2:30 p.m. Tammy Hampton verified that the meeting was in compliance with the open meeting law, posted on the website, Courthouse, and Administration Building. Agenda: Erik Heagle, second by Tiffany Ehlen made a motion to approve the agenda. Motion carried by voice vote. Minutes: Andrea Noethe, second by Carrie Eastlick made a motion to approve the minutes of last meeting. Motion carried by voice vote. Discussion and action on ArcGIS training course: Online, 2-day course for $1790. Creating better and interactive web apps between departments & for public. Next available classes Aug. 14-15 or Aug. 21- 22. Tiffany stated she’s had to create “band-aids” for the current apps, and can’t guarantee they can fully be fixed. Ours are breaking and our version is being retired. Discussion was had on doing system stand-up in parallel to old. Put PRO in new system/test system and IT won’t put into production until the OK is given. $1790 would come out of other parts of the grant. Shane Drinkwater, second by Erik Heagle made motion to approve on tentative basis for Tiffany to sign up for one of the August sessions. This would be canceled if no need after testing. Motion carried by voice vote. Discussion and action on GeoComm Maps: Applied for grant last fall and didn’t receive it. Chris’ program is at end of life. 20% grant match is no longer available, and there is no money budgeted this year. $1709 per year/$8545 for 5 years of services. $8545 would come from “other expenses” account. Shane Drinkwater, second by Tiffany Ehlen made a motion to use $8545 out of miscellaneous account to pay for next 5 years with GeoComm. Motion carried by voice vote. Discussion and possible action on Parcel Fabric Implementation, Benchmark 3: Department of Administration (DOA) wants everyone to migrate to parcel fabric. Gives record history to see what things used to look like, maintains better data, etc. $21,000 could be used toward migration to parcel fabric implementation. ProWest offers multiple government packages including GIS block support, etc. They have specific ones for parcel fabric. Authorization was given for Tiffany to do more research with at least 3 vendors to get ballpark figures and product details. Parcel Information Improvements: Email group being created for Land Information members. Discussion on GCS support ending and ideas on upgrading/changing system: Scheduled in 2024 to be upgraded to Catalis. IT is working on server upgrade. GCS will not be ending support for at least a couple more years. We are on waiting list but we haven’t picked any packages out yet.
