Approval of Agenda – Prepared by Maggied. o Motion to approve the agenda. Polyock/Brian. – Passed Unanimously. 5. Action Item. Approval of draft November 4 and November 9 Meeting Minutes – Prepared by Maggied. o Motion to approve the November 4 minutes with minor corrections. Mace/Morris. Passed Unanimously. Motion to approve the November 9 meeting minutes as presented. Mace/Morris. Passed Unanimously. 6. Updates. Public Comment – Time for public comment may be limited by the Chair. None. 7. Updates. Announcements by Commissioners Kannard reported that Lucht presented to the Jefferson County board and it was well received. Krueger reported that the Sauk County board approved a contract with MSA for the design and engineering for a bridge across the Wisconsin River. MSA’s target is to have the bridge open by December, 2024. REPORTS & COMMISSION BUSINESS 8. WRRTC Financial Report – Huttenburg, Treasurer Maggied presented the treasurer’s report for October and November. October disbursements were $7,625 and receipts were $2,371.89. November disbursements were $2,109 and receipts were $2,942.01. Maggied noted the interest on LGIP funds increased from 0.07% to 2.91% between January and October 2022. There are two bills for approval: payment of $7,625 for SWWRPC’s Q4 Administrative fee and $189 to Boardman and Clark for legal counsel. o Motion to approve the Treasurer’s Report and the payment of the bill. Wisconsin & Southern Railroad’s Report on Operations – Lucht, WSOR Maintenance for 2023 is scheduled, including work on the Fox Lake sub and in Middleton. Capital projects include Phase III of the Merrimac bridge, and a contract is pending on this. Bridge 368 in Baraboo is under contract and anticipated to start in April or May with completion in the summer. Bridge 298 in Boscobel has a pending award and contract with design to start this year and bidding in early 2024. Lucht reported on new business growth and prospects in Rock County and Boscobel. 10. WisDOT Report – Stern - WisDOT. Stern reported that Kim Tollars has been contracted to develop the trail in Dane County connecting to the WI River Recreation Bridge. DOT is finalizing the State Rail Plan and it will be up for public comment in the coming months. Presentation on this will be added to the February or March agenda. Kedzior reported a grant agreement amendment has been adjusted to reflect the 60% increase in bid results for the Merrimac Bridge project. DOT has contracted with Benesch for construction inspections, federal compliance, and permitting process on this bridge. 11. WRRTC Correspondence/Communications and Administrator’s Report – Maggied, Admin. Maggied reported that Attorney Brownlee received a response letter from Popenhagen’s attorney disputing WRRTC’s position on the Offer to Use Agreement, but wanting to come to an agreement with the Commission. Attorney Brownlee will be present at the February meeting to discuss the issue and next steps in more detail. Maggied also reported that SWWRPC is currently hiring to refill the Administrator position and intends to have an offer made by the end of the month with the position filled in time for the March WRRTC meeting. 12. Possible Action on Utility Permit in the City of Fitchburg – Sweeney, Chair. This permit is for land owned by WRRTC and would permit fiberoptic cable to transverse the corridor underground. It has been reviewed and approved by WSOR. o Motion to approve the Utility Permit. Kannard/Mace. Passed Unanimously. 13. Adjournment. o Motion to Adjourn at 10:25am. Cornford/Brian.
