(1) The treasurer of each town, city, or village shall, unlets exempted under subsection (2), execute and .f f,«- deliver to the county treasurer a bond, with sureties, to be approved, in case of a town treasurer, by the chairman of the town, and in dse of a city or village treasurer, by the county treasurer, conditioned for the faithful performance of the duties of his office and that he will account for and pay over according to law all state and county taxes which shall come into his hands. If such bond is executed, or the condition thereof guaranteed by personal sureties, the amount of the bond shall be double the amount of state and county taxes apportioned to the town, village or city, provided that the amount of such bond shall not exceed the sum of $500,000. When such bond is executed, or the condition thereof guaranteed, solely by a surety company as provided in section 204.07, such bond shall be in a sum equal to the amount of such state and county taxes, provided that the amount of such bond shall not exceed the sum of $250,000. The county treasurer shall give to said town, city or village treasurer a receipt for said bond, and file and safely keep said bond in his office. (2) The treasurer of any municipality shall not be required to give such bond if the governing body thereof shall at any regular meeting by resolution obligate such municipality to pay, in case the treasurer thereof shall fail so to do, all state and county taxes required by law to be paid by such treasurer to the county treasurer. Such governing body is authorized to so obli- gate such municipality. If the governing body of the municipality has adopted a resolution as specified in this subsection, it may demand from its treasurer, in addition to the official bond required of all municipal treasurers, a fidelity or surety bond in an amount and upon such terms as may be determined by the governing body. Such bond shall run to the town or village board or the city council, as the case may be, and shall be delivered to the clerk of the municipality. A certified copy of such resolution filed with the county treasurer shall be accepted by him in lieu of the bond required by subsection (1). The official bond executed pursuant to section 19.01, required of municipal treasurers, shall extend to and include the liability incurred by any town, city or village whose governing board shall adopt and certify to the county treasurer a resolution in accordance with this subsection. Complete the rol I copies, then copy the required information on the preprinted forms upon receiving them through the mai I. Use the large mani la envelope (addressed to the Department of Revenue and found in the tax roll) to mail the white copy back to the Department of Revenue. Your municipality is now part of a Vocational Adult & Technical School District (s). Report the vocational levy (ies) on Page 1: Column 3 on the line (s) preprinted for each (all) vocational district (s). It is necessary that the report be made with strict accuracy, because the statistics founded upon it are to be used for the purpose of admini stering the laws for the taxation of rai Iroadsand other publ ic uti I ities. Clerks are therefore requested to exercise the greatest care to make the reports correct in every respect. Make all entries as indicated. Do not group together in a single total. items which are capable of separate statement under different inquiries of this report even though the finalaggregate be correctly given. The figures, in detail. are wanted for various statistical purposes and the value of the report for such purposes would be greatly impaired bysuch grouping. There are a few instances in which a city or vii lage constituting a single taxing district is partly in one county and partly in another. In such cases there must be d report to theCounty Clerk of each county. For the purposes of such report each of the various items of taxes raised in the entire district should be apportioned between the two parts of the district in accordance with the assessed· valuation of the property in each part. so that the report to each County Clerk wi I I show only the amount of taxes raised in that part of the city or village lying in his county. A like apportionrhent should be made in stating the indebtedness of such city or village and the assessed valuation thereof. PAGE ONE-INSTRUCTIONS 1. COLOMN ONE (Page 1) Enter the assessed va lue of general property for each school district. The correct assessed value of each school district should be de- termined before you certify and release the Statement of Assessment. This may prevent errors later. This assessed value is used to determine the ful I value of school districts and is important to all general property owners. Note: (A) Do not split the assessed value of a district into real and personal property. (B) Total of Column 1 must equal Line 26 on the Statement of Assessments. If this total figure does not agree with the Statement of Assessments, please give in detai I the change to be made in Statement of Assessments. Use the schedule on Page 3 of the Statement of Taxes to show changes, i f such should be necessary, when you certify and submit the Statement of Taxes. 2. COLUMN TWO (Page 1)Enter the assessed value of Publ ic Lands (if any), for each School District. Note: Total of Column 2 must equal Line 29 on the Statement of Assessments. This refers only to property described in Section 70.114,70.116,70.117 and 70.175. 3. COLUMN THREE (Page 1)Enter the amount of school levy carried into tax roll including any overrun for each school district. Do not show overrun separately. Note: Do not include any amounts paid from cash or surplus fund. If your municipality is in one (or more) vocational school district(s), then you will receive an apportionment from each Secretary of the vocational school district (s) under the provisions of Section 41.155 (6) of the Wisconsin Statutes. This is a LEVY and is to be shown on Page 1. 4. COLUMN FOUR (Page 1)Enter School District State Trust Fund Loans. In case the school loans are paid without a tax levy, or are partly paid by atiother taxing district, enter only the amount carried into the Tax Roll. . If a State Trust Fund Loan certified by the County Clerk to one municipal ity should be local ly apportioned between two or more taxing districts, the treatment of this loan should be explained by each of the districts involved. The total should equal the State Trust Fund Loans shown by the County Clerk on his apportionment sheet (Form PC-400) unless part or all of these are paid prior to levying on the Tax Roll. 5. COLUMN FIVE (Page 1)Enter total amount for each district carried into tax roll for collection (Column 3 plus Column 4). 6. SUMMARY (Page 1) Be sure to show totals where required. Do not include on Page 1 those amounts raised to pay handi capped tuition. Such amount shou Id be reported on Line C-11, Page Two. PAGE TWO-INSTRUCTIONS Notice that Page 2 is divided into Sections separated by heavy I ines. Each section is intended for a particular kind of tax or charge and each is identified by a letter. Each subdivision of a section is identified by a line number. COLUMN ONE (Page 2)Enter in Column 1 the exact amounts apportioned or charged for each subdivision applicable. The Apportionment Sheet furnished you by your County Clerk gives you the exact amounts for lines A-1. 8-2. 8-3, 8-4, C-5, C-6 and C-7. The Apportionment Sheet also lists State Trust Fund Loans, the total of which is to be entered on I ine D-15 unless part or al I have been paid from Cash or Surplus Fund prior to levying onthe tax roll. Enter all overrun (except for schools) on line C-14. Section E is the total of Column 1. COLUMN TWO (Page 2) Past experience has shown that many governing bodies choose to pay al I or part of their apportionments or charges from cash or surplus fund. In Sections A, B and C, enter in Column 2 any amounts paid from cash or surplus fund prior to levying on the Tax Rol I. Section D, Column 2 has been shaded because the amounts in Column 1 should already reflect any reductions made to School Levies and and State Trust Fund Loans. Section E is the total of Column 2. COLUMN THREE (Page 2)Enter in Column 3 the remaining amounts for each Section actually carried into the Tax Roll. Column 1 less Column 2 equals Column 3, Section A, Band C totals in Column 3 will always equal Column 1, if noamounts have been paid prior to levyi ng on the Tax Roll, because any overrun for these Sections is to be shown on C-14, Column 1. Section E. Column 3 should be the total amount of general property taxes actually carried into the Tax Rolls. Note: Do not reduce Section E by the amount of State Credit (per Wisconsin Statutes, Sections 77.63 and 77.64). Do not change any inquiry by.striking out words. or by writing in others. If you are not absolutely certain how to enter a given tax. Special assessment or charge, please ex- plain its nature very carefully under 0' Remarks' ' so that the Department 6f Revenue may correct your treatment if it has not been properly classfied. The subdivisions of Sections A,-B, C,and D, should include general taxes only. Be very careful not to enter special assessments which should be reported under Section F. General Taxes are taxes levied by a uniform percentage upon the taxable property of an entire town, vi I lage or city, or upon al I the property of some district therein such as a school or road district, ward, sewer district, etc. Special assessments are charges imposed other than by a uniform rate on the assessed value. upon certain designated parcels of real estate to defray the cost of local improvements such as pavements, sidewalks, sewers,drains, or of some special service, such as street sprinkling, clean- walks, cutting weeds, such charge being imposed in proportion to benefits to such parcels from such improvements or services. C-8 The total amount ot taxes assessed for local highway purposes should be entered. Section 81.11 provides that all highway taxes must be paid in cash. C-10 No entry should be made on this line. C-11 Enter handicapped Tuition if any has been apportioned to your municipal ity by the County Clerk. C-12 This applies only to cities in which public schools are administered by a Board of Education as distinguished from a school district. Such cities should enter opposite C-12 the amounts raised as a general city tax for the payment of principal and interest on school indebtedness, the purchase of school sites and construction of school buildings, efc. Amounts included in the Board of Education budget and raised as a local school tax should appear under Section D. C-14 Enter total overrun acumulated for State, County and Local taxes. Section F Enter special assessments indicating in the spaces provided at the left of column 1 the amount of each type of assessment belonging to the town, village or city and the amount entered in the Tax Roll for individuals holding contractors' certificates and special assessment bonds. Do not confuse special assessments with the frequently used phrase ''special taxes.'' For instance, in the town it is often said that a specia I tax was levied in order to build a particular bridge or to purchase a road machine. Such taxes are generaltaxes and should be entered afterthe proper sub- divisions of Section C. Section G No entry should appear unless the local water plant is owned and operated by the town, vi Ilage or city reporting, and then the amounts entered there- after should represent the amount of del inquent rentals which consumers have failed to pay and which are carried into the Tax Roll for collection. Tax levies to pay for hydrant rental or any water service to be paid by the municipality either to a private or municipal plant should be entered after inquiry C-13. Amounts to be entered for sewers are only del inquent sewerservice charges authorized by Section 66.076 (4) (7). Section G(1) Al I omitted property taxes should be recorded here. Section H Opposite ''Woodland Tax Lands'' enter the woodland tax. Only acreages are shown in assessment and tax rol Is. These acreages are taxed at 20 cents per acre. If you multiply 20 cents per acre times the acreage, the result should equal the tax roll amount you have entered in Column 3. Section I Opposite ''Forest Crop Taxes,'' enter only the forest crop tax. Forest croplands entered by private owners must be assessed by Local Assessors, but these values are used only in case the lands are later withdrawn. Forest crop lands entered under regular classification are taxed at 10 cents per acre. Special private forest crop lands are taxed at 20 cents per acre. Do not enter contributions received from the State in the form of state aids under the heading ''Forest Crop Taxes.'' Section J Occupational Taxes-Enterthe applicable numberof mink farms, beecolonies, tons or bushels. These can be gotten from the assessment rol I. Enter thetaxes in Column 3. These can be gotten from the tax roll. The number multiplied by the tax per unit should equal the entry in Column 3. Special assessment total from Page 3 should be posted to last line of Page 2. DO NOT PLACE THE TOTAL ASSESSMENT OF THE GENERAL PROPERTY OF THE DISTRICT IN THIS SPACE.
