(1) The treasurer of each town, city, or village shall, unless exempted under subsection (2), execute and deliver to the county treasurer a bond, with sureties, to be approved, in case of a town treasurer, by the chairman of the town, and in case of a city or village treasurer, by the county treasurer, conditioned for the faithful performance of the duties of his office and that he will account for and pay over according to law all state and county taxes which shall come into his hands. If such bond is executed, or the condition thereof guaranteed by personal sureties, the amount of the bond shall be double the amount of state and county taxes appor- tioned to the town, village or city, provided that the amount of such bond shall not exceed the sum of $500,000. When such bond is executed, or the condiUon thereof guaranteed, solely by a surety company as provided in section 204.07, such bond shall be in a sum equal to the amount of such state and county taxes, provided that the amount of such bond shall not exceed the sum of $250,000. The county treasurer shall give to said town, city or village treasurer a receipt for said bond, and file and safely keep said bond in his office. (2) The treasurer of any municipality shall not be required to give such bond if the governing body thereof shall at any regular meeting by resolution obligate such munici- pality to pay, in case the treasurer thereof shall fail so to do, all state and county taxes required by law to be paid by such treasurer to the county treasurer. Such governing body is authorized to so obligate such municipality. If the governing body of the municipality has adopted a resolution as specified in this subsection, it may demand from its treasurer, in addition to the official bond required of all municipal treasurers, a fidelity or surety bond in an amount and upon such terms as may be determined by the governing body. Such bond shall run to the town or village board or the city council, as the case may be, and shall be delivered to the clerk of the municipality. A certified copy of such resolution filed with the county treasurer shall be accepted by him in lieu of the bond required by subsection (1). The figures, in detail,are needed for various statistical purposes and the value of the report would be greatly impaired if the detai Is were not shown.There are a few instances in Which a city or village is located in more than one county. In such cases there must be a report to the County Clerk of each county in which the city or village is located. In such reports each of the various types of taxes raised in the entire municipal ity should be apportioned between the partsof the municipality located in differentcounties in accordance with the assessed valuation of the property in each county, so that the report to each County Clerk wi I I show only the amount of taxes raised in that part of the city or village lying in his or her county. A like apportionment should be made in stating the indebtedness of such city or village. INSTRUCTIONS The tax roll should be completed first; then the rol I copy of the Statement of Taxes and Indebtedness should be fi lied out; and then the copies should be mai led to the Department of Revenue and the County Clerk. The Statement of Taxes and Indebtedness has two important purposes. They are: (1) to sunrnarize al I taxes and charges placed on the tax rol I for col lection; and (2) to enable you to uniformly report for your municipal ity such taxes as wei I as indebtedness and newly incurred special assessments to the Department of Revenue. Take a few moments and study the form before completing it. Notice that each page is divided into Sections separated by heavy lines. Each Section is SPECIFICALLY INTENDED for a particular tax, special assessment or special charge. Each Section is identified by a letter of the alphabet. Each portion of a Section is identified by a I ine number, with the exception ofthe twelve I ines for school districts. These I ines wi I I be identified by a school district code number on the partially pre-printed copy of the Statement of Taxes and Indebtedness mailed to you. Each column is headed by a number. These numbers are identical to the column numbers on the mi I I rate worksheet (PA-523). Never make entries in the shaded areas. Do not change any inquiry by striking out words, or by writing in others. If you are not absolutely certain how to enter a given tax, special assessment, or charge, please explain its nature very carefully under the "Remarks" section (page 3) so that the Department of Revenue may reclassify your entry if it has not been properly classified. Sections A, B, C. D and E should include general property taxes only. Be very careful not to enter special assessments and charges, which should be reported under Section F. General Property Taxes are taxes levied by a uniform mi I I rate upon the taxable general property of an entire town, vi I lage or city, or by a uniform mi I I rate upon al I of the property located insome portion therein, such as a school, fire, lighting, utility or sanitary district. etc.. which covers only part of the municipality. NOTE: DO NOT reduce Section E by the amount of State Tax Credits (per Sections 79.10 and 79.17, Wisconsin Statutes). The taxes reported in Section E should include all general property taxes prior to reduction by State Tax Credits. PAGE ONE - INSTRUCTIONS SECTION A (Page 1). The State tax is apportioned to your municipal ity each year by your County Clerk on the County Clerk's Apportionment Sheet. Show this on line A-1, Column 11. SECTION B (Page 1). County taxes are also apportioned by your County Clerk. The County Clerk receives from the State the items he must apportion to your municipal ity under B-2 on his apportionment sheet. These are the items you must show on I ine B-2 of the Statement of Taxes and Indebtedness, Column 11. You must show on I ine B-3a, Column 11, the portion of countytaxes which apply to your entire municipality. On lines B-3b, c and d you must show any part of the county tax which applies to only part of your municipal ity. If you are not sure, ask your County Clerk which of the county tax items, if any, apply to only part of your municipality. DO NOT MOVE ITEMS FROM SECTION B ON THE COUNTY CLERK'S APPORTIONMENT SHEET TO SECTION C OF YOUR STATEMENT OF TAXES AND INDEBTEDNESS. SECTION C (Page 1). Lines 4a through 6d are intended to be used for special purpose districts for which a tax is levied using total assessed value of the special purpose district to compute a mi I I rate wh ich is then applied to the assessed value of property in such special purpose districts. Such taxes should not be shown in Section F as Special Assessments. The Mill Rate Worksheet (PA-523) is designed to handle special purpose districts as part of Section C. Lines C-7 through C-9 contain items certified to your municipal ity by your County Clerk. These items are municipal taxes, not county taxes. DO NOT MOVE ITEMS FROM SECTION C ON THE COUNTY CLERK'S APPORTIONMENT SHEET TO SECTION B OF YOUR STATEMENT OF TAXES AND INDEBTEDNESS. Lines C-10 through C-13 are municipal items which have not been financed by other sources of revenue, therefore necessari ly become the general property tax levy for municipal purposes in order to make up the difference between budgeted expenditures and estimated revenues. On line C-10 enter the taxes for local highway purposes. C-12. This applies only to cities in which publ ic schools are administered by a Board of Education as distinguished from a school district. Such cities should enter opposite C-12 the amounts raised as a general city tax for the payment of principal and interest on school indebtedness, the purchase of school sites and construction of school buildings, etc. Amounts included in the Board of Education budget and raised as a local school tax should appear under Section D. Lines C-14 and C-15 wi I I be discussed later under Column 13. You wi I I have either overrun or underrun, but not both, after you have completed the extension of general property taxes on the roll , Line C-16 is the total of Columns 11, 12 and 13 with the Column 13 entry being total municipal taxes actually levied. COLUMN 2 (Page 1 ). Space is provided for you to enter the names of sanitary sewer, metropol itan sewer, and fire protection districts (on I ines 4a through 5c), and to identify such other special purpose districts, such as a lighting district, which may be located in your municipality (on lines 6a through 6d). On I ines 3b through 3d you are able to identify those portions of the county tax (8-3 on the apportionment sheet) which apply only to a part ot your municipal ity. An example might be a special (handicapped) education tax. Because one school district in your municipality may provide such a service and the second school district doesn't, the county tax for special educa- tion is to be levied only over the area of your town contained in the second school district and it is a county tax, not a school tax. COLUMN 5 (Page 1). Enter the assessed value of property in any special district identified by you on I ines 3b through 6d. Such special purpose districts wi I I contain less assessed value than the municipality as a whole or if they contain all of the value. their taxes will be part of the municipal budget. COLUMN 11 (Page 1). Enter the taxes apportioned and certified to you by your County Clerk. or certif ied to you by clerks of a Sanitary District Board or Metropolitan Sewerage District Commission, or other special purpose districts, or as determined necessary from the municipal budget document ( i.e. if expenditures exceed revenues in that budget, the difference becomes the municipal tax levy). COLUMN 12 (Page 1). Enter amounts of surplus funds ("cash") used to reduce taxes listed in Column 11. CAUTION: Surplus funds ("cash") should only show on other lines after lines C-10, C-11, C-12 and C-13 have been first reduced to zero, or in the event there were no municipal taxes to be levied. Further, if surplus funds ("cash") are used to reduce taxes such money must be used to reduce taxes which apply to the entire municipal ity on ALL taxable real estate and ALL taxable per@onal property. In other words, do not reduce a tax which appl ies to only part of the property in your municipality or to only certain classes of property. School taxes should only be reduced as a last resort.COLUMN 13 (Page 1). This column contains the amounts of taxes actually levied and extended on the tax rol I . OVERRUN - UNDERRUN - Lines C-14 and C-15 are provided to enable you to show the exact amount of total taxes on your Statement of Taxes and Indebtedness that was actual ly levied on the roll. It is suggested that al I overrun (or underrun) for state. county, municipal and school taxes be shown as one figure rather than divided among the various taxes. If you use combined mi 11 rates you wi 11 not know which tax caused the overrun (or underrun). COLUMN 14 (Page 1). You may enter the various mi I I rates. Notice some lines are shaded because any mi I I rate entered would only be an average mi I I rate and actual ly would not apply to any portion of the municipality. PAGE TWO - INSTRUCTIONS SECTION D (Page 2). This section provides a summary of school district taxes.SECTION E (Page 2). This section provides a surnmary of all general property taxes actual ly levied on your tax roll.SECTION F (Page 2). Enter special assessments indicating in the spaces provided to the left of Column 13 the amount of each type of assessment belonging to the town, vi Ilage or cityand the amount entered in the tax rol I for individuals holding contractors' certificates and special assessment bonds. Do not confuse special assessments with the frequently used phrase"special taxes." For instance, in the municipality it is often said that a special tax was levied in order to bui Ida particular bridge or to purchase a road machine. Such taxes are GENERAL taxes and should be entered in the proper subdivisions of Section C.Special assessments are not based on property values and are imposed on only some, not al 1, parcels of real estate within a jurisdiction, normally to defray the cost of capital improve-ments to those parcels such as pavements, sidewalks. sewers, drains, etc. These improvements are presumed to benefit the publ i c and are of special benefit to such parcels of property. Special charges are for some special service (such as cleaning snow off sidewalks. or cutting weeds) performed for the owners of property. These charges may be thought of as service fees collected on the tax roll. SECTION G (Page 2). This entry should represent the amount of del inquent rentals which consumers have fai led to pay and which are carried into the tax rol I for collection. Tax levies to pay for hydrant rental or any water service to be paid by the municipal ity either to a private or municipal plant should be entered in inquiry C-13. Amounts to be enteredfor sewers are only delinquent sewer service charges authorized by Section 66.076 (4) (7), Wisconsin Statutes. SECTION G (1 ) (Page 2). Al I omitted property taxes from previous year(s) should be recorded here. SECTION H (Page 2). Opposite -Woodland Tax Lands" enter the woodland tax land acres and the woodland tax. Only acreages are shown in assessment and tax rolls.These acre- ages are taxed at 20 cents per acre. If you multiply 20 cents per acre times the acreage, the result should equal the tax rol I amount you have entered in Column 13. SECTION I (Page 2). Opposite "Forest Crop Taxes," enter only the forest crop tax. Private Forest Crop Lands * entered under regular classification are taxed at 10 cents per acre, or 20 cents per acre if such acreage is under Department of Natural Resources order of entry dated after December 31. 1971. Special Private Forest Crop Lands are taxed at 20 cents per acre. Show acres and taxes for each class and enter the total taxes for al I classes in Column 13. * Private Forest Crop Lands entered by private owners must be assessed by municipal assessors, but these values are used only in case the lands are later withdrawn. Do not enter contributions received from the State in the form of state a ids under the heading "Forest Crop Taxes." SECTION J (Page 2). Occupational Taxes - Enter the appl icable number of mink farms, bee colonies, tons or bushels. These can be obtained from the assessment roll. Enter the taxes ih Column 13. These can be obtained from the tax roll. The number multipl ied by the tax per unit should equal the entry in Column 13. SECTION K (Page 2). Please show total, this should be the total taxes on the tax rol I. SECTION L (Page 2). The special assessment total from Page 3 should be posted here. DO NOT PLACE THE TOTAL ASSESSMENT OF THE GENERAL PROPERTY OF THE MUNICIPALITY IN THIS SPACE. COLUMN 2 (Page 2) Section D. Enter the names of elementary district(s) (if any) and district(s) operating high schools on the first set of seven I ines, the Union High School District(s) (if any) on the next set of two I ines and vocational district(s) on the last set of three lines. IT IS SUGGESTED THAT YOU ENTER SCHOOL DISTRICTS IN THE SAME ORDER AS THEY WERE PRE- PRINTED BY THE DEPARTMENT OF REVENUE ON THE PRIOR YEAR'S STATEMENT OF TAXES AND INDEBTEDNESS. OR ON THIS YEAR'S STATEMENT OF ASSESSMENT. This should aid you in reporting school taxes to the Department for the proper school district. In the past, school district data was reported to the Department erroneously because clerks have arranged school districts in a different order on their roll copy of the Statement than they are pre-printed on the copy of the Statement of Taxes and Indebtedness mai led to you in December. Data was then copied erroneously. COLUMN 8 (Page 2) Section D. Enter School tax certified to you by each school district clerk. COLUMN 9 (Page 2) Section D.
