Committee Meeting Minutes
April 22, 2014
Grant County Chairperson Robert Keeney called the meeting to order at 11:47 a.m.
Chairman Keeney noted a quorum was present and certified the meeting was in
compliance with the Open Meetings Law. Committee and subcommittee members
present were Roger Guthrie, Vincent Loeffelholz, Gary Ranum, Patrick Schroeder, Donald
Splinter, and Larry Wolf. Other Grant County staff members attending the meeting were
Joyce Roling and Donna Haines. Linda Anderson, NHA was also in attendance.
Donald Splinter made the motion seconded by Gary Ranum to approve the amended
agenda. Motion carried, voice vote.
Roger Guthrie nominated Patrick Schroeder for committee chairperson. Donald Splinter
nominated Gary Ranum, but Ranum declined. Donald Splinter made a motion seconded
by Roger Guthrie to close the nominations and unanimously elect Schroeder. Motion
carried, voice vote.
Patrick Schroeder nominated Donald Splinter for committee vice chairman. Roger G uthrie
made a motion seconded by Patrick Schroeder to close the nominations and unanimously
elect Splinter. Motion carried, voice vote.
Patrick Schroeder nominated Gary Ranum for committee secretary. Roger Guthrie made
a motion seconded by Patrick Schroeder to close the nominations and unanimously elect
Ranum. Motion carried, voice vote.
Gary Ranum made the motion seconded by Vincent Loeffelholz to adjourn to closed
session per state statute 19.85 (1) (c) considering employment, promotion, compensation
or performance evaluation data of any public employee over which the governmental body
has jurisdiction or exercises responsibility, specifically as it relates to Administrator
interviews. Motion carried, voice vote.
Vincent Loeffelholz made the motion seconded by Gary Ranum to return to open session.
Motion carried, voice vote.
Larry Wolf made a motion seconded by Donald Splinter to offer the administrator position
to candidate #1 and authorize the Personnel Director to negotiate salary as discussed ;
contingent upon background checks. Motion carried, voice vote.
Donald Splinter made a motion seconded by Roger Guthrie to offer the position to
candidate #2 if candidate #1 does not accept and authorize the Personnel Director to
negotiate salary as discussed; contingent upon background checks. Motion carried, voice
vote.
Roger Guthrie made a motion seconded by Donald Splinter to adjourn to May 14, 2014 at
10:00 a.m. Motion carried, voice vote.
