HomeMy WebLinkAboutOM 11 08 17 minutesCommittee Minutes November 8, 2017 1 Orchard Manor/County Farm Committee Meeting Minutes November 8, 2017 Committee Chairman John Patcle called the meeting to order at 10:00 a.m. Chairman Patcle noted a quorum was present and certified the meeting was in compliance with the Open Meetings Law. Committee members present were Greg Fry, Dale Hood, and Dwight Nelson. Robert Scallon was excused. Grant County staff members, Robert Keeney and Carol Schwartz were present. Ron and Terri Abing also attended. Dwight Nelson made the motion seconded by Greg Fry to approve the agenda. Motion carried, voice vote. Dale Hood made the motion seconded by Greg Fry to approve the October 11, 2017 Orchard Manor and Farm Committee minutes. Motion carried, voice vote. Majestic View had no issues for the committee. The committee discussed placement of new power poles for the building project. It would be best to keep them away from the field road. Dwight Nelson made the motion seconded by Greg Fry to accept the October 2017 Farm Cash Balance Statements and vouchers as presented. Motion carried, voice vote. The committee discussed the Memorandum of Understanding with the City of Lancaster. It has not been finalized at this time. The committee will have a special meeting to attempt to have a draft for the full County Board to review at its November meeting. Concrete work and backfill should be completed for the new building by November 17. Block is currently being laid. Teri Cerar, DON; Amanda Hochhausen, RN; and Lisa Kirschbaum, RN gave a short presentation regarding their positions and duties at Orchard Manor. The committee received a current organizational chart for the facility to better understand the chain of command. Maintenance reported they have been working on preventative maintenance prior to winter. The fire department responded to an alarm on October 19 triggered by our dry sprinkler system filling with water. As a result of this alarm, two old valves for the system had to be replaced at a cost of $4,600. On October 6, the boiler alarm went off and water did spray out of a leak. A valve also had to be replaced on a water line. The new air conditioning unit in the lower kitchen had a Freon leak. Other vendor options for HVAC and the boiler system are being explored. Carol Schwartz and the Committee discussed the following Orchard Manor issues:  The current census is 85 geriatric and 25 intellectually disabled residents.  The facility is still in need of 3 CNAs and pool RN/LPNs.  Two employees have completed appeal paperwork to submit to the review committee.  The new facility survey process will be implemented by the State on November 28, 2017. This process will be used for our next facility survey. Motion carried, voice vote. Chairman Patcle tentatively set Tuesday, November 14, 2017 at 9:30 a.m. for a special meeting. Dwight Nelson made the motion seconded by Greg Fry to adjourn the meeting at 11:12 a.m.. Motion carried, voice vote.
