HomeMy WebLinkAbout09 09 20 minutesCommittee Minutes September 9, 2020 1 Orchard Manor/County Farm Committee Meeting Minutes September 9, 2020 Chairman Donald Splinter called the meeting to order at 9:00 a.m. Chairman Splinter noted a quorum was present and certified the meeting was in compliance with the Open Meetings Law. Committee members present or online were John Beinborn, Greg, Fry, Roger Guthrie, and Dale Hood. Grant County staff members Amanda Degenhardt, Shane Drinkwater, Robert Keeney, Garry Pluemer, Carol Schwartz, and Matt Thill were present or joined online. Greg Fry made the motion seconded by Dale Hood to approve the agenda. Motion carried, voice vote. John Beinborn made the motion seconded by Greg Fry to approve the August 12, 2020 Orchard Manor and Farm Committee minutes with one correction on the Vice Chairman name. Motion carried, voice vote. Majestic View did not attend the meeting, but had no issues to present. Roger Guthrie made the motion seconded by Greg Fry to approved the Farm vouchers as presented. Motion carried, voice vote. Roger Guthrie made the motion seconded by Greg Fry to forward the Farm Budget to the Executive Committee as presented. Motion carried, voice vote. Carol Schwartz has requested Finance make the final approved transfer of $230,000 from the Farm account to Orchard Manor f or the generator project. Robert Keeney said we are still waiting for clearance from the Department of Natural Resources to bury some of the rubble from the old Community Services Building on site. The wastewater treatment plan demolition will be next. Matt Thill reported the generator project is scheduled to be finished in 2020. The transfer switches have been installed. The North Dining Room remodel is nearly completed. The boilers need to be set to reheat so humidity is lower in the building. Maintenance is working with IT to install a network hub in the basement. They are also moving one on the main floor to another room that is cooler. The retaining wall rebuild is finished. On occasion water has come in to the electrical room through the trap door in the room. Maintenance has worked on the area around the trap door to keep this from occurring. Matt Thill received quotes for a new John Deere zero-turn riding mower with a 60” deck. The low quote is from Bloomington. The list is $27,000 and the municipal discount would be $19.400. Greg Fry made the motion seconded by Dale Hood to accept the maintenance report and to table the purchase of a lawn mower until the next meeting. Motion carried, voice vote. Carol Schwartz and the Committee discussed the following Orchard Manor issues:  The current census is 61 geriatric and 24 intellectually disabled residents.  CNAs – 5 days,1 PM full-time; 3 NOC full-time; weekend.  RN- 1 PM  RN/LPN 1 NOC/PM 64-80 Hr.  Housekeeping – 1 position Committee Minutes September 9, 2020 2  Dietary – 1 position  COTA 20 hr. week or FTE.  Medicare Cost Report has been submitted.  Two residents tested positive for COVID-19, but both were asymptomatic. One resident is on the 800 wing. No staff are positive. Roger Guthrie made the motion seconded by Dale Hood to accept the administrator’s report. Motion carried, voice vote. Donald Splinter made the motion seconded by John Beinborn to approve the vouchers as presented. Motion carried, voice vote. Donald Splinter made the motion seconded by Roger Guthrie to forward the Orchard Manor budget on to the Executive Committee as presented. Motion carried, voice vote. Chairman Splinter tentatively set Wednesday, October 14, 2020 at 9:00 a.m. for the next meeting. John Beinborn made the motion seconded by Roger Guthrie to adjourn the meeting at 10:12 a.m. Motion carried, voice vote.
