Committee Meeting Minutes
October 14, 2020
Chairman Donald Splinter called the meeting to order at 9:00 a.m. Chairman Splinter
noted a quorum was present and certified the meeting was in compliance with the Open
Meetings Law. Committee members present or online were John Beinborn, Greg, Fry,
Roger Guthrie, and Dale Hood. Grant County staff members Amanda Degenhardt,
Shane Drinkwater, Robert Keeney, Garry Pluemer, Joyce Roling, Carol Schwartz, and
Matt Thill were present or joined online. Terri Abing also joined the meeting.
John Beinborn made the motion seconded by Greg Fry to approve the agenda with the
closed session moved to the end of the agenda. Motion carried, voice vote.
Greg Fry made the motion seconded by Roger Guthrie to approve the September 9,
2020 Orchard Manor and Farm Committee minutes. Motion carried, voice vote.
Terri Abing reported no problems at the farm. It has been a good harvest. Work on the
driveway going to the new communications tower is scheduled to begin October 15.
Roger Guthrie made the motion seconded by John Beinborn to approved the Farm
vouchers as presented. Motion carried, voice vote.
Robert Keeney reported Weiderholt will sort through the rubble for contaminated block
and then will bury the remainder. The sewer plan needs to be checked for leakage and
then that demolition can be finished and buried.
Matt Thill reported the generator panel is in and most of the lines have been run.
Maintenance is cleaning the air conditioners. They have been pulling the Ethernet cable
for the new telephone project. There is approximately 22,000 feet of cable to run.
After discussing the new John Deere tractor purchase, Roger Guthrie made the motion to
purchase the new tractor. Motion died for lack of a second. Chairman Splinter tabled the
discussion until Spring.
Roger Guthrie mad the motion seconded by Greg Fry to create the Certified Medical
Technician position. Motion carried, voice vote. Joyce Roling will contact the consultant
with the job description to get guidance on the pay scale. A CMT can perform some
duties of a nurse to aid during the shortage of healthcare personnel.
Roger Guthrie made the motion seconded by Dale Hood to support the proclamation
issued by Chairman Keeney to award bonus dollars to CNAs working up to four hours
overtime or working additional open shifts. Motion carried, voice vote.
Carol Schwartz and the Committee discussed the following Orchard Manor issues:
The current census is 59 geriatric and 25 intellectually disabled residents.
CNAs – 10 days,1 PM full-time; 4 NOC full-time; weekend.
RN- 1 PM
RN/LPN 1 NOC/PM 64-80 Hr.
Housekeeping – 1 position
Dietary – 1 position
COTA 20 hr. week or FTE.
Medicare Cost Report has been submitted.

Seven staff tested positive for COVD-19 through regular staff testing. All were
asymptomatic.
The Ray & Kay Eckstein Charitable Trust awarded Orchard Manor $15,000
through the request of Joe Eckstein.
Roger Guthrie made the motion seconded by Greg Fry to accept the administrator’s
report. Motion carried, voice vote.
John Beinborn made the motion seconded by Greg Fry to approve the vouchers as
presented. Motion carried, voice vote.
Greg Fry made the motion seconded by Dale Hood to adjourn to closed session per state
statute 19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session. Roll call vote was
unanimous. Roger Guthrie made the motion seconded by John Beinborn to reconvene to
open session. Motion carried; voice vote.
Chairman Splinter tentatively set Wednesday, November 11, 2020 at 9:00 a.m. for the
next meeting. Dale Hood made the motion seconded by Roger Guthrie to adjourn the
meeting at 10:52 a.m. Motion carried, voice vote.
