Orchard Manor/County Farm
Committee Meeting Minutes
November 11, 2020
Chairman Donald Splinter called the meeting to order at 9:00 a.m. Chairman Splinter
noted a quorum was present and certified the meeting was in compliance with the Open
Meetings Law. Committee members present or online were John Beinborn, Greg Fry,
Roger Guthrie, and Dale Hood. Grant County staff members Shane Drinkwater, Robert
Keeney, Garry Pluemer, Joyce Roling, Carol Schwartz, and Matt Thill were present or
joined online. Terri Abing also joined the meeting.
Dale Hood made the motion seconded by Greg Fry to approve the agenda. Motion
carried, voice vote.
Greg Fry made the motion seconded by Roger Guthrie to approve the October 14, 2020
Orchard Manor and Farm Committee minutes. Motion carried, voice vote.
Terri Abing reported the harvest has gone well. They have been hauling manure. The
cattle were moved to accommodate work for the demolition of the sewer plant .
Roger Guthrie made the motion seconded by Greg Fry to approve the Farm vouchers as
presented. Motion carried, voice vote.
Robert Keeney reported Wiederholt has demolished the sewer plant, cleaned up the
area, and leveled it out. Cattle panels from the fairgrounds were put up for temporary
fencing around the area because Majestic View does have cattle in the sewer plant area.
We are awaiting Department of Natural Resources approval to bury the remaining rubble
from the old Community Services Building.
Matt Thill reported Ethernet cable has been run in the 100-wing, 800-wing, and nurse’s
station areas. Next work will be on the 700-wing and 900-wing. Posts are in place for
the fencing around the chillers. One maintenance team member is out on leave until later
this year. The tilt-griddle in the kitchen has been replaced with a griddle. Maintenance is
working with the State Engineer on a plan review for the permanent placement of the
negative pressure units on the 800-wing. Shane Drinkwater reported IT will be in the
building next week to continue work on the telep hone system installation. Generator
wiring is on track to be completed by year end.
Orchard Manor now has everything in place for the Certified Medical Technician position
to be advertised and filled.
Carol Schwartz and the Committee discussed the following Orchard Manor issues:
The current census is 55 geriatric and 25 intellectually disabled residents.
CNAs – multiple positions remain open for all shifts.
RN- 1 PM
RN/LPN 1 NOC/PM 64-80 Hr.
Housekeeping – 1 position
Dietary – 1 position
COTA 20 hr. week or FTE.
Medicare Cost Report is still awaiting verification from Medicare..
Six staff and two residents tested positive for COVD-19 through regular testing.
Routes to recovery projects for OM include: dishwasher, vital signs equipment for
each wing, and AED for the 700/800 wings, a microfiber cleaning system for the

whole facility, temperature monitors for the 100-wing entrance and the employee
entrance, wages for COVID unit staff, and sanitation supplies/PPE for staff.
The facility is negotiating the linen contract.
John Beinborn made the motion seconded by Greg Fry to approve the vouchers as
presented. Motion carried, voice vote.
Greg Fry made the motion seconded by John Beinborn to adjourn to closed session per
state statute 19.85 (1) (c) in considering employment, promotion, compensation or
performance evaluation data of any public employee over which the governmental body
has jurisdiction or exercises responsibility, specifically as it relates to the performance
evaluation of the Administrator. Roll call vote was unanimous. Roger Guthrie made the
motion seconded by John Beinborn to reconvene to open session. Motion carried; voice
vote.
Chairman Splinter tentatively set Wednesday, December 9, 2020 at 9:00 a.m. for the next
meeting. John Beinborn made the motion seconded by Greg Fry to adjourn the meeting
at 11:15 a.m. Motion carried, voice vote.
