Orchard Manor/County Farm
Committee Meeting Minutes
December 9, 2020
Chairman Donald Splinter called the meeting to order at 9:00 a.m. Chairman Splinter
noted a quorum was present and certified the meeting was in compliance with the Open
Meetings Law. Committee members present or online were John Beinborn, Greg Fry,
Roger Guthrie, and Dale Hood. Grant County staff members Shane Drinkwater, Robert
Keeney, Garry Pluemer, Joyce Roling, Carol Schwartz, and Matt Thill were present or
joined online. Terri Abing also joined the meeting.
Greg Fry made the motion seconded by John Beinborn to approve the agenda. Motion
carried, voice vote.
Roger Guthrie made the motion seconded by Dale Hood to approve the November 11,
2020 Orchard Manor and Farm Committee minutes. Motion carried, voice vote.
Terri Abing reported the crops are all out and they are finished hauling manure. Things
are going well overall. The farm electric changeover has been completed for the change
to single phase. Alliant Energy has awarded th e farm a $10,000 grant from a program
they sponsor based on this project.
John Beinborn made the motion seconded by Roger Guthrie to approve the Farm
vouchers as presented. Motion carried, voice vote.
Laura Knutson, Dietary Manager, read a letter to the committee requesting the
consideration of hazard pay for Orchard Manor staff due to the pandemic. Joyce Roling
indicated there is not extra money available in the budget for higher pay at this time.
Also, she had concerns about who would be eligible for such pay throughout the County.
The committee commends the job being done at Orchard Manor, but also did not know
how to fund such pay and how to determine who is eligible.
Robert Keeney reported the DNR representative, who was on the site of the demolished
Community Services Building, gave verbal permission to bury the rubble. We are still
waiting for a letter of approval from the DNR before Wiederholt proceeds. Orchard
Manor is also working with the DNR to decommission the sewer plant.
Matt Thill reported we are in the process of completing the five-year required testing for
all of the smoke detectors in the building. When the 800 -wing is empty, we will borrow
the UV light from the jail again to use on that wing. Maintenance is finishing the Ethernet
cable installation in the 300, 400, 500, and 600 wings. A compressor in the kitchen
cooler needs to be replaced. The new temperature scanners are here, but all
programming has not been done yet. The electrician is finishing the installation of the
panels for the generator.
Carol Schwartz and the Committee discussed the following Orchard Manor issues:
The current census is 52 geriatric and 25 intellectually disabled residents.
CNAs – multiple positions remain open for all shifts.
RN- 1 PM
RN/LPN 1 NOC/PM 64-80 Hr.
Housekeeping – 1 position
Dietary – 1 position
COTA 20 hr. week or FTE.
Medicare Cost Report is still awaiting verification from Medicare.

We anticipate any residents currently on the 800-wing will move back to their
original rooms this week and the unit will be empty again.
The new dishwasher will be installed December 16.
On November 9, we had a Focused Infection Control Survey by the State. There
were no citations as a result of the survey.
HR/payroll is working on sick buyback for year-end.
Social services reported comments received through care conferences.
John Beinborn made the motion seconded by Roger Guthrie to approve the vouchers as
presented. Motion carried, voice vote.
Chairman Splinter tentatively set Wednesday, January 13, 2021 at 9:00 a.m. for the next
meeting. John Beinborn made the motion seconded by Dale Hood to adjourn the
meeting at 10:00 a.m. Motion carried, voice vote.
