HomeMy WebLinkAboutOM 01 08 20 minutesCommittee Minutes January 8, 2020 1 Orchard Manor/County Farm Committee Meeting Minutes January 8, 2020 Committee Chairman Donald Splinter called the meeting to order at 9:00 a.m. Chairman Splinter noted a quorum was present and certified the meeting was in compliance with the Open Meetings Law. Committee members present were Greg Fry and Dale Hood. Roger Guthrie and Gary Northouse were excused. Grant County staff members Robert Keeney and Carol Schwartz were present. Ron and Terri Abing also attended. Greg Fry made the motion seconded by Dale Hood to approve the amended agenda. Motion carried, voice vote. Greg Fry made the motion seconded by Dale Hood to approve the November 13, 2019 Orchard Manor and Farm Committee minutes. Motion carried, voice vote. Greg Fry made the motion seconded by Dale Hood to adjourn to closed session per statute 19.85 (1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, Farm Rental contract addendum/extension. Roll call vote was unanimous. Dale Hood made the motion seconded by Greg Fry to reconvene to open session. Motion carried, voice vote. Greg Fry made the motion seconded by Dale Hood to accept the third addendum to the Majestic View rental agreement as presented. Motion carried, voice vote. The ITC Voluntary Survey Permission request will be deferred to the full County Board, per the recommendation of Corporation Counsel. Dale Hood made the motion seconded by Greg Fry to accept the November and December 2019 Farm Cash Balance Statements and vouchers as presented. Motion carried, voice vote. Robert Keeney indicated the electrical power has been disconnected for the sewer plant and the old Community Services Building. The windows will be removed from the old building and the building materials are scheduled to be crushed after the building is knocked down. Matt Thill, Maintenance Manager, said the sewer plant will be emptied in the Spring. He also gave the committee a summary report for the department activities and the building updates completed in 2019. Greg Fry made the motion seconded by Dale Hood to apply for the West Bend Safe Resident Assistance grant. Motion carried, voice vote. Greg Fry made the motion seconded by Dale Hood to approve the classification recommendation for the Therapy Department Manager and send it on to the Executive Committee. Motion carried, voice vote. Donald Splinter made the motion seconded by G reg Fry to replace the Office Manager position, which is currently vacant. Motion carried, voice vote. Committee Minutes January 8, 2020 2 Donald Splinter made the motion seconded by Dale Hood to replace the 700-800 Nurse Manager position. Motion carried, voice vote. Carol Schwartz and the Committee discussed the following Orchard Manor issues:.  The current census is 80 geriatric and 25 intellectually disabled residents.  PM and night CNAs are needed, as well as weekend staff. RN needed for PM/Nights.  72 hr. housekeeping position is open.  We are meeting with pharmacy regarding a new contract for the facility. They will be incorporating fees for the pharmacy consultant.  The request made to the State for reinstatement of the CNA training program was denied.  We are in our survey window for the SNF annual survey.  Staff had some concerns about prisoner release next door based on a recent situation. Procedures for staff have been reviewed. Greg Fry made the motion seconded by Donald Splinter to accept the November and December 2019 Orchard Manor Cash Balance Statements and vouchers as presented. Motion carried, voice vote. Chairman Splinter tentatively set Wednesday, March 11, 2020 at 9:00 a.m. for the next meeting. Greg Fry made the motion seconded by Dale Hood to adjourn the meeting at 10:35 a.m. Motion carried, voice vote.
