Committee Meeting Minutes
July 14, 2021
Chairman Donald Splinter called the meeting to order at 9:00 a.m. Chairman Splinter
noted a quorum was present and certified the meeting was in compliance with the Open
Meetings Law. Committee members present or online were John Beinborn, Roger
Guthrie, and Dale Hood. Greg Fry was excused. Grant County staff members Amanda
Degenhardt, Shane Drinkwater, Robert Keeney, Garry Pluemer, Joyce Roling, Carol
Schwartz, and Matt Thill were present or joined online. Terri Abing also joined the
meeting.
John Beinborn made the motion seconded by Dale Hook to approve the agenda. Motion
carried, voice vote.
Roger Guthrie made the motion seconded by John Beinborn to approve the June 9, 2021
Orchard Manor and Farm Committee minutes. Motion carried, voice vote.
There were no farm issues to present to the committee.
Dale Hood made the motion seconded by Roger Guthrie to approve the Farm vouchers
as presented. Motion carried, voice vote.
Robert Keeney reported the County was able to get over 300 loads of clay from the Hurst
Logistics for the old Community Services Building site. A load of contaminated rubble
was hauled to Dubuque. There is 5-6 feet of cover over the site now. Wiederholt needs
to do some touch up work at the site and some landscaping is still necessary.
Matt Thill updated the committee on facility issues. The department completed 409 work
orders last month. Semi-annual fire inspections and annual sprinkler testing were done.
The security system has one panel that is not functioning properly. They continue to
discuss with IT and the vendor. The HVAC/unit ventilators in the employee lounge and
electrical room are installed. Orchard Manor sold its old telephones since the new
system is up and running. An active shooter training is planned for late fall with
assistance from the Sheriff’s Department.
Carol Schwartz and the Committee discussed the following Orchard Manor issues:
The current census is 48 geriatric and 24 intellectually disabled residents.
CNAs – are needed on all shifts. We have a $500 sign-on bonus and a $500
referral program for staff referring CNAs for employment.
Staff and resident vaccination levels remain about the same. We continue to
educate about the merits of being vaccinated.
We are still in our window to have our annual SNF State recertification survey and
have not received it yet.
Visitation has been going smoothly and no issues have occurred.
We have begun to have church services in-house again.
CNAs have been on site for clinicals from Southwest Technical College CNA
classes.
Orchard Manor has decided to vacate the Quality Assurance Manager position at
this time. As a cost-saving measure, this position will stay vacant until census
levels make us reconsider the position again.
The State has ruled determined we need to use vaccinated staff to assist with
meals on the memory care unit and the ICF-IID unit. This has resulted in some
staff assignment changes

Roger Guthrie made the motion seconded by Dale Hood to approve the vouchers as
presented. Motion carried, voice vote.
Chairman Splinter tentatively set Wednesday, August 11, 2021 at 9:00 a.m. for the next
meeting. John Beinborn made the motion seconded by Roger Guthrie to adjourn the
meeting at 9:25 a.m. Motion carried, voice vote.
