February 11, 2010
The regular monthly meeting of the Grant County Highway Committee was held on
Thursday, February 11, 2010 at the Highway Office in Lancaster, Wisconsin. Chairman
Donald Splinter called the meeting to order at 9:00 A.M..
Members present besides the Chairman were Mark Stead, Pat Schroeder, Eugene
Bartels, and Highway Commissioner David Lambert. Vern Lewison asked to be excused.
Also present was County Board Chairman John Patcle, Jon Knautz, and Randy Franks.
John Patcle, seconded by Pat Schroeder, moved that the meeting is in compliance
with the open meeting law. Motion carried.
Pat Schroeder, seconded by Eugene Bartels, moved to approve the agenda as
printed. Motion carried.
Donald Splinter, seconded by Pat Schroeder, moved to approve the minutes of the
January 14, 2010 meeting as printed. Motion carried.
Pat Schroeder, seconded by Eugene Bartels, moved to pay Vouchers #1482 thru
#1537 for 2009 and Vouchers #1 thru #34 for 2010. Motion carried.
Under the Supervisor's Report, David informed the Committee that we will be
accepting bids for culverts and quotes for asphalt and seal coat oil. The bids
and quotes will be opened at the March Highway Committee Meeting.
Kevin Cooley ran off of CTH "U" on 2/5/10 and hit the County Beetown tractor
shed. Kevin has stopped in and will pay for the repairs that have since been
completed by our men;
Jon gave an update on winter maintenance on the State Highway System including
salt supply and budget numbers.
Randy gave an update on winter maintenance on the County Highway System
including salt supply and budget numbers. He also gave an update on the ongoing
brush work and slope construction on Highland "Q".
At the end of 2009, we were $29,910.50 in the red for the maintenance work
that Grant County provides on the State Highway System through the RMA budget.
Area Highway Commissioners, Committee members, and vendors will be invited
to join the Grant County Highway Committee for dinner at Preston after the
March 11, 2010 Highway Committee meeting. Everyone attending will pay for their
own meal.
Under Machinery & Equipment Reports, the Committee was informed that the
two Peterbilt Section trucks have not yet been delivered.
David asked the Committee to consider selling five 15-16 year old patrol
trucks for $3,000.00 each as there are many of these type of trucks on the market
for sale currently.
David gave the Engineering Report. All the required right-of-way has been
acquired for the Chestnut Street/CTH "D" bridge & road reconstruction project.
All landowners seemed to support the project and were nice to work with.
Proposed construction projects in Grant County for 2010 include:
CTH "C" - Mill & pave
CTH "F" - Mill & pave
CTH "X" - lay finish coat of asphalt
CTH "HHH" - .7 mile portion - rubbalize & pave
CTH "G" - seal coat
CTH "Q" - seal coat
Proposed County construction through Federal Funded programs for 2010:
Chestnut Street/CTH "D" Bridge & Road Project
CTH "A" Bridges - Martin Bridge & Breuer Bridge. These two bridge projects will
include a temporary bypass.
Proposed State Major Construction Projects for 2010:
Boscobel Bridge - High Friction Overlay (Completed under traffic)
Structures under Hwy 133 (Boscobel to Woodman Section)
David presented the 2009 Highway Departmental Report for informational
purposes.
Mark Stead, seconded by John Patcle, moved to adjourn at 10:30 A.M..
