HomeMy WebLinkAboutMinutes December 2, 2010HIGHWAY COMMITTEE MEETING December 2, 2010 The regular monthly meeting of the Grant County Highway Committee was held on Thursday, December 2, 2010 at the Highway Office in Lancaster, Wisconsin. Chairman Marg"8ret Ruf called the meeting to order at 9:00 A.M.. Members present besides the Chairman were Donald Splinter, Mark Stead, Vern Lewison, Pat Schroeder, and Highway Commissioner David Lambert. Also present was County Board Chairman John Patcle, County Board Supervisor Robert Keeney, and Jon Knautz. Pat Schroeder, seconded by Vern Lewison, moved that the meeting is in compliance with the open meetings law. Motion carried. 4 Donald Splinter, seconded by John Patcle, moved to approve the agenda as printed. Motion carried. Donald Splinter, seconded by Vern Lewison, moved to approve the minutes of the November 4, 2010 meeting as printed. Motion carried. Mark Stead, seconded by Vern Lewison, moved to pay Vouchers #1087 thru #1222. Motion carried. Pat Schroeder, seconded by Mark Stead, moved to enter into closed session per Wisconsin State Statutes 19.85 (1)(c) to discuss Supervisor Position and Compensation. A roll call vote was taken with Splinter, Schroeder, Lewison, Stead, and Ruf all voting yes. Motion carried. John Patcle, seconded by Mark Stead, moved to come out of closed session and return to open session. Motion carried. Vern Lewison, seconded by John Patcle, moved to rescind their motion from the November 4, 2010 meeting offering the County Patrol Supervisor Position to Candidate one and if they refuse the position to offer the position to Candidate two. Motion carried. Pat Schroeder, seconded by Margaret Ruf, moved to allow the Highway Commissioner to advertise for the County Highway Patrol Supervisor Position with an E classification for pay purposes and with an E-4 minimum. Motion carried. Pat Schroeder, seconded by Margaret Ruf, moved to send to the Executive Committee for approval, to pay all the earned vacation and discretionary time owed the two Highway Patrol Superintendents in excess of current policy as a one time catch up in the amount of $6,196.05 for the County Highway Patrol Superintendent and $7,020.75 for the State Highway Patrol Superintendent. Motion carried. For the first ten months of 2010 Grant County was $16,205.21 in the red for the maintenance work that we provided on the State System. Total State requisitions for the first ten months of 2010 were $1,456,173.09. Mark Stead, seconded by Donald Splinter, moved to sign the 2011 State Highway Routine Maintenance Areement with the WisDOT. Motion carried. Pat Schroeder, seconded by Donald Splinter, moved to sign both addendums to the 2011 State RMA. Motion carried. The State and County Salt sheds are all full. Work on Highland "Q" is done for the season and will continue in the spring. Sealing the foundation at the Court House required 1250 lbs. of liquid rubber. Brushing, chipping, and shoulder maintenance will continue between winter events. The parking issue in Mt. Hope was again discussed. No parking between signs will be placed on the north driveway of the Rienenapp property in Village of Mt. Hope. Jeannie Morgan joined the Committee and recommended to go with the low bid. moved to go with the low bid from Finney and loader. Motion carried. and reviewed the tractor/loader bids Pat Schroeder, seconded by Vern Lewi son, Implement and purchase one new tractor R Travis Kramer joined the Committee for the Engineering Report. He discussed a drainage issue on CTH "E". There is not enough drop in elevation available to install a 36 inch pipe under the private driveway. The ditch line was cleaned out and the County will wait and see how it works out. Travis reviewed with the Committee a jurisdictional transfer of the new portion of CTH "D" - Chestnut Street to the City of Platteville. Mark Stead, seconded by Donald Splinter, moved to approve the Resolution to Transfer Jurisdictional Authority for a Portion of CTH "D" from Grant County to the City of Platteville and recommend to the full County Board for approval. Motion carried. Don Greenwood from Jewell Associates Engineers joined the Committee and presented the Highway Commissioner with a framed and matted picture of the Spring Valley Road Bridge in the Town of Mt. Ida. Jewell was involved with the Engineering work on the bridge. He handed out a packet of information to each Committee member profiling his Company and thanked Grant County for its past consideration. Tom Boguszewski from AEcom also came before the Committee. AEcom - formerly EarthTech, has done business with the County in the past and is interested in getting back into Grant County.
