HomeMy WebLinkAboutHwy March 8 2012HIGHWAY COMMITTEE MEETING March 8, 2012 The regular monthly meeting of the Grant County Highway Committee was held on Thursday, March 8, 2012 at the Highway Office in Lancaster, Wisconsin. Chairman Margaret Ruf called the meeting to order at 9:00 A.M.. Members present besides the Chairman were Donald Splinter, Mark Stead, Pat Schroeder, Vern Lewison, and Highway Commissioner David Lambert. Also present was County Board Chairman John Patcle, Travis Kramer, Jon Knautz, Larry Kirschbaum, Jeannie Morgan, Jerid Baranczyk from Iverson Construction, Bob Riutta from Flint Hills Resources, Tom Boguszewski from Aecom, Jeff Smith and Jay Jones from Burke Truck & Equipment, Richard Wyss from Monroe Truck Equipment, Jeff Lutes from Truck Country -Dubuque, Sam Landes from JX Peterbilt-Madison, Chad Novak from Kraemer Company, Dan Zepecki and Ken Schakelman from Meigs Paving Asphalts, Todd Riebau from Contech Construction Products, and Dave Bahl. David Lambert said that the meeting is in compliance with the open meeting law by being posted at the Highway Office and Administration Building and being sent to the media. Donald Splinter, seconded by Pat Schroeder, moved to approve the agenda as printed. Motion carried. Pat Schroeder, seconded by Donald Splinter, moved to approve the minutes of the February 9, 2012 and February 23, 2012 as printed. Motion carried. Mark Stead, seconded by Donald Splinter, moved to pay Vouchers #17 thru #129. Motion carried. Jeannie reported that both new Freightliner/Burke trucks are here and the new Caterpillar rubber tired roller should be here by the end of April. David opened the truck bids. The bids were as follows: Kenworth single axle chassis $97,944.00 one truck $195,888 two trucks Peterbilt single axle chassis $88,450.00 one truck $176,900 two trucks Freightliner single axle chassis $87,535.00 one truck $175,070 two trucks David opened the snow equipment bids. The bids were as follows: Burke Truck & Equipment (2) single axle dump body $36,800.00 each (2) tailgate spreaders $ 4,350.00 each (2) electrical systems $ 4,020.00 each (2) snow plow $12,120.00 each (2) snow wing $ 9,150.00 each 66,440..00 per truck Monroe Truck Equipment (2) single axle dump body (2) tailgate spreaders (2) electrical systems (2) snow plow (2) snow wing $39,106.00 each $ 3,531.00 each $ 2,153.00 each $ 9,100.00 each $ 8,709.00 each 62,599.00 per truck Dave Bahl was present to discuss a two acre building site he owns on CTH "A". He is requesting a driveway permit. David Lambert said that the request was denied due to not enough vision at the site. State Statute says that 500 feet of vision is necessary. David explained that within 5 years CTH "A" reconstruction is planned and that some grading in the area could eliminate the current vision problem. He will continue to work with Mr. Bahl regarding the issue. For the first month of 2012, Grant County was $94,428.69 in the red for the maintenance work that we provided on the State Highway System. Total State requisitions for the first month were $267,214.25 including labor, equipment, materials, & Admin.. Jon presented the 2012 Discretionary Traffic Maintenance Agreement with the WisDOT for the Committee to sign. It covers signing costs on the State Highway System. It is for $11,400.00 and represents a 37% decrease from last year. The crews have been out cutting brush, and due to a large amount of road salt still on hand in Dubuque the County could be buying it for less and have it for next season. Larry reported that his crews are also cutting brush and posting roads. Travis opened the culvert bids. The bids were as follows: Contech $69,003.50 Metal Culverts $67,665.39 Tennyson Implement $68,363.50 Travis opened the oil quotes. They were as follows: Flint Hills Resources CRS-2 & HFRS-2 $2.44 per gallon delivered HFRS-2P & CRS-2P $2.84 per gallon delivered CSS-1H $2.49 per gallon delivered Meigs Paving Asphalts CRS-2 & HFRS-2 CRS-2P & HFRS-2P CRS-2Pd Travis opened the Pulverize CTH "E" (CTH Kraemer Company WK Construction Iverson Construction & Emulsions $2.57 per gallon applied $2.97 per gallon applied $1.89 per gallon applied pulverization and asphalt bids as follows: "F" - CTH "D" $23,765.00 $25,728.00 $28,482.00 Iverson Construction Hot Mix Asphalt at $49.49 per ton from a Fennimore Plant location. Pat Schroeder, seconded by Donald Splinter, moved to accept the bid of $49.49 per ton for Hot Mix Asphalt from Iverson Construction and accept the low bid from The Kraemer Company for pulverization on CTH-"Ell. Motion carried. The bids for the trucks, equipment, and culverts will be reviewed and compared to specifications with a recommendation made to the Committee for action at a future meeting.
