June 14, 2012
The regular monthly meeting of the Grant County Highway Committee was held on
Thursday, June 14, 2012 at the Highway Office in Lancaster, Wisconsin. Chairman
John Patcle called the meeting to order at 9:00 A.M..
Members present besides the Chairman were Donald Splinter, Mark Stead, Vern
Lewison, Grant Loy, and Highway Commissioner David Lambert. Also present was County
Board Chairman Larry Wolf, County Board Supervisor Robert Keeney, Jon Knautz, and
Larry Kirschbaum.
David said that notice of the meeting was -sent to the newspaper and radio and
the agenda was posted at the Administration Building and the Highway Office.
Grant Loy, seconded by Donald Splinter, moved to approve the agenda as printed.
Motion carried.
Donald Splinter, seconded by Vern Lewison, moved to approve the minutes of the
May 10, 2012 meeting as printed. Motion carried.
Mark Stead, seconded by Vern Lewison, moved to pay Vouchers //357 thru #472.
Motion carried.
David said that he had received a call from Pat Kirschbaum regarding the County
designating County Highways for ATV usage. The County has three choices: not allow
ATV's on CTH's, designate a ATV route, or designate a ATV trail. Farm use only
ATV's are currently allowed. Crawford County has four miles designated as a ATV
route near the Barn north of Prairie du Chien. That portion of road is posted at
35 mph. No action was taken.
Jon gave an update on State Highway issues. Pavement repair is being done on
Hwy 151, work on STH 80 is ahead of schedule due to favorable weather, work on
Hwy 133 is moving ahead with the bridge to be widened and all private culverts to
be replaced. Work will continue thru mid October.
Larry gave an update on County Highway issues. CTH "U" paving is complete
except for shouldering and centerline. Pulverization of CTH "E" has started with
paving possibly starting June 19.
Larry Wolf reported being contacted by the City of Lancaster regarding some
siding being missing on the County shed north of town. David said that it will
be taken care of. Larry also asked if the County would like to give a bid for seal
coating the Wyalusing and Glen Haven parking lots.
David discussed a "Rightof First Refusal" from Jeffrey L. and Karla M.
Pluemer for the -Platteville Shop. Property. Access is still in question on the
Meis property south of Platteville. No action was taken.
David discussed the possibility,of hiring extra help with the accounting work
to complete the annual closing and tie in with downtown. David contacted Anita
Kelley who said she would be willing to help. The help would be for a maximum
of 40 hours and cost between $700.00 - $1,000.00. Mark Stead, seconded by Donald
Splinter, move to hire office assistance for completing the annual bookkeeping
closing and tie�in with the downtown finance department. Motion carried.
For the first four months of 2012, Grant County was $97,595.26 in the red for
the maintenance work that we provided on the State Highway System. Total State
Requisitions for the first four months of 2012 were $723,600.00 including all labor,
equipment, materials, and administration.
David said that the Operator I position was advertised within with only one
application received and the applicant turned the position down. The position will
now be advertised outside the Highway Department.
Logan Nobel is the new intern in the shop.
After reviewing comments from Todd Infield and talking to Randy Miller,
David signed the lease agreement for one new Volvo loader.
David and Travis have approved the completed work on County Highway "HHH"
in the Village of Kieler. The yellow line down the middle of the road is still
needed. Final payment will be made when Faber Runde, Chairman of Jamestown Township,
approves the project and a few small items are taken care of.
John Patcle asked to have a discussion on LP/dual fuel vehicles as an agenda
item for next months meeting.
Robert Keeney asked to speak. He asked the Highway Commissioner a question
regarding the painting of lines on County roads. The State has said that only for
maintenance projects can we use Iowa County to paint stripes on the roads. On
road improvement projects the County must use a private contractor to do the striping.
Mark Stead, seconded by Vern Lewison, moved to adjourn at 10:49 A.M. to
Thursday, July 12, 2012 at 9:00 A.M.. Motion carried.
