November 8, 2012
The regular monthly meeting of the Grant County Highway Committee was held on
Thursday, November 8, 2012 at the Highway Office in Lancaster, Wisconsin. Chairman
John Patcle called the meeting to order at 9:00 A.M..
Members present besides the Chairman were Donald Splinter, Mark Stead, Vern
Lewison, Grant Loy, and Highway Commissioner David Lambert. Also present was Jon
Knautz, Pete Strachan, Jeffrey Pluemer, and Karla Pluemer, Travis Kramer.
Notice of the meeting was sent to the newspaper and radio station and the agenda
was posted at the Administration Building and the Highway Office.
Vern Lewison, seconded by Donald Splinter, moved to approve the agenda as
printed. Motion carried.
Grant Loy, seconded by Donald Splinter, moved to approve the minutes of the
October 11, 2012 meeting as printed. Motion carried.
Mark Stead, seconded by Vern Lewison, moved to pay Vouchers #940 thru #1079.
Motion carried.
David discussed the status of the Meis property the County is interested in
purchasing to relocate the Platteville Shop. A.verbal agreement was made on 1117112
and now the County needs to acquire the property. Jeffrey Pluemer addressed the
Committee regarding his interest in the current property the County owns in the City
of Platteville. The Pluemer's business adjoins the County Highway Department Shop
property. Jeffrey requested a_Right of First Refusal on the property.
Grant Loy, seconded by Vern Lewison, moved to approve signing the Right of
First Refusal between Jeffrey and Karla Pluemer and the County of Grant pending
Corporation Counsel review and approval. Motion carried.
For the first nine months of 2012, Grant County was $247,877.00 in the red for
the maintenance work that we provided on the State Highway System. Total state
requisitions for the first nine months were $1,454,364.49 including all labor,
equipment, materials, and administration.
Pete Strachan from the WisDOT and Jon Knautz have gone over all State Highways
in the County over the last several weeks. They will be doing a review of the
STH 80 project today. Regarding relocating the Platteville Shop, Pete said it
looked "pretty positive" that the State would be provding some funding for the
new salt shed on the property. He also presented the 2013 RMA to the Committee.
Mark Stead, seconded by Donald Splinter, moved to approve and sign the 2013
Routine Maintenance Agreement between the Wi.sDOT and Grant County. Motion -carried.
All pre -season salt is in for the State System and guard rail needs to still
be installed on CTH "A".
Donna Bohnenkamp joined the Committee for a Springbrook Software update.
Donna is averaging 13 hours of overtime each week and continues double entry of
data. Initial start up for the Highway Department with Springbrook was first
set for March 2011 and is now scheduled for August 2013. Currently Juneau County
manipulates the Springbrook system to get it to work for them.
Aternatives were discussed for the Highway Department. To continue double entry
until Springbrook is up and running, would require the hiring of 1 to 2 additional
employees. The Committee would like David and Donna to look into the cost and
turn around time needed to go with the ACS Interface. Also, if the Finance Director
doesn't have the time to train Amy as she had volunteered to do months ago, David
is to hire a consultant to train Amy and help get caught up.
Mark Stead, seconded by Vern Lewison, moved to approve and sign the following
Resolutions:
County Aid Bridge Construction
County Construction and Maintenance During the Calendar Year 2013
County Aid Construction under section 83.14 of the Statutes - Towns
County Aid Construction under section 83.14 of the Statutes - Villages
County Road Aid for the Cities
Motion carried.
Travis informed the Committee of the following projects that are to go out for
bid next year:.
Hwy 133 from Woodman to Mt. Hope - January 2013 bid
Rocky Dell Bridge (CTH "K") - March 2013 bid
Hwy 129 intersection - May 2013 bid
Hwy 151 Eagle Point Bridge - July 2013
David completed the registration materials needed for those who will be
attending the January 2013 Wisconsin County Highway Association Winter Conference.
Mark Stead, seconded by Vern Lewison, moved to adjourn at 10:58 A.M. to
Thursday, December 13, 2012 at 9:00 A.M.. Motion carried.
