HomeMy WebLinkAboutHwy Minutes Feb 14 2013HIGHWAY COMMITTEE MEETING February 14, 2013 The regular monthly meeting of the Grant County Highway Committee was held on Thursday, February 14, 2013 at the Highway Office in Lancaster, Wisconsin. Chairman John Patcle called the meeting to order at 9:00 A.M.. Members present besides the Chairman were Donald Splinter, Mark Stead, Grant Loy, Vern Lewison, and Highway Commissioner David Lambert. Also present was County Board Chairman Larry Wolf. Larry Kirschbaum joined the Committee at 9:25 and Jon Knautz and Pete Strachan arrived at 9:33. Notice of the meeting was sent to the newspaper and radio station and the agenda was posted at the Administration Building and the Highway Office. Donald Splinter, seconded by Grant Loy, moved to approve the agenda as printed. Motion carried. Vern Lewison, seconded by Grant Loy, moved to approve the minutes of the January 10, 2013 and January 22, 2013 meetings as printed. Motion carried. Mark Stead, seconded by Vern Lewison, moved to pay Vouchers #1311 thru #1414 for 2012 and #1 thru #104 for 2013. Motion carried. David informed the Committee of an ATV Route Request from Dave Schott, Bagley Village President. The Village has passed an ATV Ordinance for all Village Streets. He is requesting that CTH "A", the portion that lies within the Village of Bagley, be included in the ATV Route from CTH "P" to Willow Lane. David discussed a possible ATV Ordinance & Resolution and policies regarding designating an ATV Route. No action was taken by the Committee. David updated the Committee on the progress regarding the acquisition of the property for the new Platteville Shop. The Platteville Township Planning Commission and the Platteville Township Board both approved our request for a Conditional Use Permit for the property at.their February 11, 2013 meetings. The request now goes before the Grant County Planning & Zoning Committee for approval on February 22, 2013. Prior to selling the 4.5 acres to Grant County Highway Department, the current owner, Bill Meis, needs to evict Owen Bennett from the 4.5 acres, as well as the rest of the farm. Mr. Meis is working with an attorney to complete this. His attorney has reviewed and approved the land sale/transfer paperwork produced for the Highway Department by Travis Kramer. For the year of 2012, Grant County was $109,316.69 in the red for the maintenance work that we provided on the State Highway System. Total State Requisitions for the year were $1,887,912.36 including all labor, equipment, materials, and administration. Pete Strachan from the WisDOT said that State projects scheduled for 2013 in Grant County include the Eagle Point Bridge and pavement replacement on STH 133 from Woodman to STH 18. Jon Knautz stated that 7100 ton of salt has been used on the State System in Grant County thus far this season. Larry Kirschbaum informed the Committee that 1550 ton of salt has been used on the County roads in just the last two weeks. David and Donna continue to work with ACS and Springbrook to develop an interface to tie the two programs together. The AP Interface is not working yet, but progress is being made. After that is complete, they will move on to the payroll interface. At 10:05, Jeff Smith from Burke Truck & Equipment, Sam Landes from JX Peterbilt of Madison, Jeff Lutes from Truck Country in Dubuque, Stan Hauser from River States Truck & Trailer in LaCrosse, and Jeannie Morgan joined the Committee as David opened the bids for two single axle patrol trucks and snow equipment. David opened the truck bids. The bids were as follows: $37,650.00 each $ 4,100.00 each $ 4,020.00 each $12,240.00 each $ 9,325.00 each 67,335.00 per truck David informed the Committee that bids on a small used steel -drum roller, a mulcher, asphalt, oil, and culverts will be opened at the March meeting. Total estimated cost for the roller and mulcher will be in the range of $60,000.00 to $70,000.00. David wanted the Committee to know that Donna has put in 115 hours in the last two weeks. Help is needed in the office to get caught up and get the year end work done. She continues to double entry everything due to the fact Springbrook does not have the Highway package up and working yet. David briefly spoke about operators wages while pushing snow and times when the County gets called out on Town roads.
