HomeMy WebLinkAboutHwy Minutes March 14 2013HIGHWAY COMMITTEE MEETING March 14, 2013 - The regular monthly meeting of the Grant County Highway Committee was held on Thursday., March 14, 2013 at the Highway Office in Lancaster, Wisconsin. Chairman John Patcle called the meeting to order at 9:00 A.M.- Members present besides the Chairman were Donald Splinter, Mark Stead, Vern Lewison, Grant Loy, and Highway Commissioner David Lambert. Also present was County Board Chairman Larry Wolf, Larry Kirschbaum, and Bill Spencer from Metal Culverts, Inc.. Joining the Committee for the bid opening portion of the meeting were Bob Riutta from Flint Hills Resources, Chad Novak from The Kraemer Company, Ken Schakelman from Meigs Paving Asphalts & Emulsions, Wes Ensrud from FABCO, Jerid Baranczyk from Iverson Construction, and Grant County Highway Engineer Travis Kramer. Notice of the meeting was sent to the newspaper and radio station and the agenda was posted at the Administration Building and the Highway Office. Donald Splinter, seconded by Vern Lewison, moved to approve the agenda as printed. Motion carried. Vern Lewison, seconded by Grant Loy, moved to approve the minutes of the February 14, 2013 and February 19, 2013 meetings as printed. Motion carried. Mark Stead, seconded by Vern Lewison, moved to pay Vouchers #103A thru #210 Motion carried. David reviewed the revised Grant County All -Terrain Vehicle Route Ordinance with the Committee. No action was taken on the proposed ordinance. The Grant County Planning and Zoning Committee has approved the request by the Highway Department for a Conditional Use Permit for the property for the new Platteville Shop. Mr. Meis has a hearing scheduled for March 18, 2013 with a Grant County Judge.regarding evicting his renter. If the eviction is completed, Grant County will move forward with the purchase of the property. For the first month of 2013, Grant County was $36,060.26 in the red for the maintenance work that we provided on the State Highway System. Total State Requisitions for the first month of the year were $167,187.20 including all labor, equipment, materials, and administration with winter maintenance accounting for $150,406.46. Both the State & County crews have been busy pushing snow and ice. Donna continues to work with ACS & Springbrook to develop an interface to tie the two programs together. The AP interface is working. They are now working to complete payroll interface. David opened the culvert bids. The bids were as follows: Metal Culverts, Inc. $45,912.28 Tennyson Implement $46,099.00 Mark Stead, seconded by Vern Lewison, moved to accept the low bid of $45,912.28 from Metal Culverts, Inc. of Evansville for the purchase of metal culverts for 2013. Motion carried. Jeannie Morgan joined the Committee for the opening of the quotes for the Hydro Mulcher and Steel Drum Roller. Donald Splinter, seconded by Grant. Loy, moved to purchase a Turf Maker 1200 Hydroseeder/Mulcher from Specialty Turf & Ag of Albany, MN. for $32,357.70. Motion carried. Mark Stead, seconded by Donald Splinter, moved to purchase a new Caterpillar CB 24 Double Drum Asphalt Roller with 36 month warranty from FABCO of Madison for $37,010.00. Motion carried. David opened the oil quotes. They were as follows: Meigs Asphalts & Emulsions CRS-2 & HFRS-2 $2.20 per gallon CRS-2P & HFRS-2P $2.60 per gallon CRS-2Pd Fog Seal $1.99 per gallon Flint Hills Resources CRS -2 & HFRS-2 CRS-2P & HFRS-2P CSS-1H $2.197 per gallon $2.597 per gallon $2.297 per gallon The bids for pulverization and asphalt were opened. Motion carried. Grant Loy, seconded by Donald Splinter, moved to accept the oil quotes. Motion carried.
