October 10, 2013
The regular monthly meeting of the Grant County Highway Committee was held on
Thursday, October 10, 2013 at the Highway Office in Lancaster, Wisconsin. Chairman
John Patcle called the meeting to order at 9:00 A.M..
Members present besides the Chairman were Donald Splinter, Mark Stead, Grant
Loy, Vern Lewison, and Highway Commissioner David Lambert. Also present was County
Board Chairman Larry Wolf and Marvin Ruhland. Travis Kramer joined the Committee
at 9:30 A.M..
Notice of the meeting was sent to the newspaper and radio station and the
agenda was posted at the Administration Building and the Highway Office.
Vern Lewison, seconded by Grant Loy, moved to approve the agenda as printed.
Motion carried.
Donald Splinter, seconded by Vern Lewison, moved to approve the minutes of the
September 12, 2013 meeting as printed. Motion carried.
Mark Stead, seconded by Vern Lewison, moved to pay Vouchers #832 thru #1009.
Motion carried.
David discussed the status of the old cheese factory property on CTH "T",
south of Blue River. Again, the issue is to clear up ownership. Once the factory
was gone, the land could revert back to the Francis Freymiller farm, all but the
first 50 feet for highway right-of-way. The farm has now been sold so we can
quit claim deed the 4 acre parcel (+ or.-) to Jay Frazier.
Vern Lewison, seconded by Grant Loy, moved to quit claim the 4 acre parcel
on CTH "T" discussed above, to Jay Frazier. Motion carried.
David discussed the John Brandemuehl property on CTH "A". Larry Austin is
in the process of preparing a quit claim to both parties involved from the Grant
County Highway Department. We plan to quit claim two parcels and charge the new
owners $1,500.00 per acre for each of the two parcels. The exact amount of acreage
involved will not be known until the survey is complete.
Donald Splinter, seconded by Grant Loy, moved to approve the sale of the
land when the survey is complete to the two parties involved in the above discussion.
Motion carried.
For the first eight months of 2013, Grant County was $257,083.69 in the red
for the maintenance work that we provided on the State Highway System. Total State
requisitions for the first eight months of the year were $1,484,154.23.
A new estimate from the State indicates a small reduction in our expected
General Transportation Aid for 2014.
David has received a request to extend the ATV-UTV Route on CTH "A" from
Willow Lane in the Village of Bagley to CTH "VV" and CTH "VV" from CTH "A" to
Rock School Road. David Leamy, Chairman of Bloomington Township, recommends
approval. The Township understands that Dugway Road may see some ATV-UTV traffic
but do NOT plan to apprpve-the road as an ATV-UTV Route. The Traffic Safety.
Committee has not yet reviewed this route.
Mark Stead, seconded by Vern Lewison, moved to recommend approval to the
full County Board the requested ATV-UTV Route on CTH "A" from Willow Lane in the
Village of Bagley to CTH "VV" and CTH "VV" from CTH "A" to Rock School Road,
pending approval by the Traffic Safety Committee. Motion carried.
Marvin Ruhland, Transportation Program Manager for MSA Professional
Services, thanked the Committee for the past business his firm has done for
the County. He also expressed interest in MSA being involved in future
engineering projects for the County.
Mark Stead, seconded by Vern Lewison, moved to adjourn at 9:49 A.M. to
Thursday, November 14, 2013 at 9:00 A.M.. Motion carried.
