August 12, 2014
The regular monthly meeting of the Grant County Highway Committee was held on
Tuesday, August 12, 2014 in room 266 of the Grant County Administration Building
in Lancaster, Wisconsin. Chairman Donald Splinter called the meeting to order at
1:00 P.M..
Members present besides the Chairman were Mark Stead, John Patcle, Grant Loy,
and Highway Commissioner David Lambert. Vern Lewison was absent. Also present was
County Board Chairman Robert Keeney and Travis Kramer. Joyce Roling joined the
Committee at 1:16, Larry Kirschbaum at 1:39, and Jon Knautz at 1:50.
Notice of the meeting was sent to the newspaper and radio station and the
agenda was posted at the Administration Building and Highway Office.
Grant Loy, seconded by John Patcle, moved to approve the agenda as printed.
Motion carried.
John Patcle, seconded by Grant Loy, moved to approve the minutes of the
July 10, 2014 as printed. Motion carried.
Mark Stead, seconded by Donald Splinter, moved to pay Vouchers #571 thru #728.
Motion carried.
John Patcle, seconded by Grant Loy, moved to elect Donald Splinter as the
Highway Committee Representative to the DMAT's Committee. Motion carried.
For the first six months of 2014, Grant County is over budget by $266,832.97
for the maintenance work that we provide on the State Highway System. David said
he recently signed an amended RMA Agreement giving Grant County an additional
$295,800.00.
David discussed the Implements of Husbandry Legislation. He will prepare
an ordinance for the Committee to review at next months meeting.
David discussed the Federal Aid Local Bridge Program for two bridge projects,
The Leggett Creek Bridge project on CTH 'FE" and the Big Green River Bridge project
On CTH "T". Mark Stead, seconded by John Patcle, moved to sign the State/Municipal
Agreement For A State=Let Local Bridge Project for the Leggett Creek Bridge on
CTH "E" and the Big Green River Bridge on CTH "T". Motion carried.
County crews are paving on CTH "C", guard rail needs to be installed on
CTH "A", and an overlay will be put on 1.8 miles of McCartney "N".
Travis gave an update on the estimated costs of the 2014 County Construction
Projects. He also said that Dan Pustina Construction has started moving dirt
for the new Platteville Shop project. Work should be done by the end of September.
Grant Loy, seconded by John Patcle, moved to enter into closed session per
Wisconsin State Statute 19.85 (1)(c) considering employment, promotion, compensation
or performance evaluation data of any public employee over which the governmental
body has jurisdiction or exercises responsibility as it relates to employment
interviews. A roll call vote was taken with Patcle, Stead, Loy, and Splinter all
voting yes. Motion carried.
John Patcle, seconded by Grant Loy, moved to come out of closed session and
return to open session. Motion carried.
Mark Stead, seconded by John Patcle, moved to offer the two Section Patrol
Worker positions to Candidates one and two, and if either refuses or declines
the position to offer it to Candidate three. Motion carried.
Mark Stead, seconded by Grant Loy, moved to adjourn at 3:32 P.M. to
Thursday, September 11, 2014 at 9:00 A.M.. Motion carried.
