HomeMy WebLinkAboutDecember Approved Highway MinutesHIGHWAY COMMITTEE MEETING December 11, 2014 The regular monthly meeting of the Grant County Highway Committee was held on Thursday, December 11, 2014 in room 266 of the Grant County Administration Building in Lancaster, Wisconsin. Chairman Donald Splinter called the meeting to order at 9:00 A.M.. Members present besides the Chairman were John Patcle, Mark Stead, Grant Loy, Vern Lewison, and Highway Commissioner David Lambert. Also present was County Board Chairman Robert Keeney and Dan Klein. Travis Kramer joined the Committee at 9:10. Notice of the meeting was sent to the newspaper and radio station and the agenda was posted at the Administration Building and Highway Office. Vern Lewison, seconded by John Patcle, moved to approve the agenda as printed. Motion carried. John Patcle, seconded by Vern Lewison, moved to approve the minutes of the November 12, 2014 and November 13, 2014 meetings as printed. Motion carried. Vern Lewison, seconded by Grant Loy, moved to pay Vouchers 91058 thru #1167. Motion carried. For the first ten months of 2014, Grant County is under budget by $129,790.21 for the maintenance work that we provide on the State Highway System. Thb PBM Project on Hwy 81 helped by taking the men off the RMA Account for four weeks. The men on the State System are cutting brush and repairing damaged beamguard. Jon is also looking at ways to meet next years needs with the remaining RMA dollars. The men on the County System are putting equipment away for the winter season and cutting brush in highway right-of-ways. Computer problems have made it a challenge to complete work and do any training. The entire County IT Department (6 people) were working at the Highway Department last Thursday. Donald Splinter, seconded by John Patcle, moved to Appoint David Lambert as Grant County Highway Commissioner for a two year period startling January 1, 2015: and to recommend approval to the full County Board. Motion carried. Vern Lewison, seconded by Grant Loy, moved to award the bid for the construction of the new Platteville Maintenance Shop to K & L Construction SW, LLC of Lancaster for the low bid of $473,122.00. Motion carried. Mark Stead, seconded by John Patcle, moved to enter into closed session per Wisconsin State Statute 19.85 (1)(c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility as it relates to employment interviews for an open Mechanics Position. A roll call vote was taken with Loy, Lewison, Patcle, Stead, and Splinter all voting yes. Motion carried. The time was 9:30 A.M.. At 11:05 A.M., Mark Stead, seconded by Vern Lewison, moved to come out of closed session and return to open session. Motion carried. John Patcle, seconded by Donald Splinter, moved to offer the Mechanics Position to candidate one and that if he refuses the position to offer it to candidate two, pending reference checks on both.
