HomeMy WebLinkAboutFebruary Hwy MinutesHIGHWAY COMMITTEE MEETING February 13, 2014 The regular monthly meeting of the Grant County Highway Committee was held on Thursday, February 13, 2014 at the Highway Office in Lancaster, Wisconsin. Vice Chairman Donald Splinter called the meeting to order at 9:00 A.M.. Members present besides the Vice Chairman were Mark Stead, Grant Loy, Vern Lewison, and Highway Commissioner David Lambert. John Patcle asked to be excused. Also present was County Board Chairman Larry Wolf, Jon Knautz, and Eric Price. Bart Nies joined the Committee at 9:16, Jeff Lutes and Mike Banghart at 9:34, Tom Boguszewski at 9:43, and Pete Strachan at 9:55. Notice of the meeting was sent to the newspaper and radio station and the agenda was posted at the Administration Building and the Highway Office. Vern Lewison, seconded by Grant Loy, moved to approve the revised agenda. Motion carried. Mark Stead, seconded by Vern Lewison, moved to approve the minutes of the January 9, 2014 meeting as printed. Motion carried. Vern Lewison, seconded by Mark Stead, moved to pay Vouchers #1360 thru #1450. Motion carried. For the year 2013, Grant County is over budget by $145,934.37 for the maintenance work that we provided on the State Highway System. Total State requisitions for the year 2013 were $2,081,694.11. The property for the new Platteville Shop has been purchased. Once the documents have been recorded at the Register of Deeds office and returned, we will apply for a driveway permit for access to the property from the WisDOT. David talked about the proposed 2014 construction projects: CTH "ZZ" - one mile, finish course of asphalt CTH "C" - three miles, pulverize and both courses of asphalt CTH "A" - four miles, pulverize and both courses of asphalt (if budget allows) CTH "E" - one and half miles, from CTH "D" east to Highway 80 in the Village of Livingston. The County portion of the project is estimated to cost approximately $345,000.00. The County will pay for the base course and paving a width of 30 feet for the length of the project. The proposed seal coat program for 2014 is for fifteen or so miles of CTH. The exact location of where the seal coating will take place will be determined in the spring when road surfaces can be examined. Jon Knautz handed out a Storm Report Summary through 1/30/14 for roads on the State Highway System. It compares Grant County to the other Counties in the 16 County Southwest Region for the same period. David reported that on the County System, crews spread material (salt or chips) during 24 of the 31 days in January. Salt supplies are still adequate. David talked about proposed equipment purchases for 2014: two Patrol Trucks, one motor grader, one tractor with flail mower, and one Patrol Supervisor Vehicle. Jeff Lutes and Mike Banghart from Truck Country in Dubuque, discussed differences in Freightliner and Western Star trucks and various options available. David discussed the revenue/costs on the State System for the different Patrol Trucks that are used: A single -axle truck earns $46.60/hour, receives nothing for winter availability, and can haul 9 tons of asphalt or shoulder material -in the summer. A tandem -axle truck earns $67.30/hour + $2,890/year for winter availability, and can haul 15 tons of asphalt or shoulder material in the summer. A tri-axle truck earns $62.92/hour + $3,372/year for winter availability, and can haul 17 tons of asphalt or shoulder material in the summer. Trucks used on the State System generated $52,295. more than they cost Grant County in 2013. Of this revenue, $52,202. was generated by the three tandem -axle trucks. The older single -axle trucks did well too, as they have no depreciation to charge against the truck. The two newest single -axle trucks cost Grant County $2,835. and $5,777. in 2013. Grant County has 11 State Patrol Sections, using 8 single -axle and 3 tandem -axle trucks. David and the Supervisors will discuss the issue further and report back to the Committee at a future meeting with a recommendation as to what is best for the County. Mark Stead, seconded by Donald,Splinter, moved to approve the amended Relocation Order and Right -Of -Way Plat for the CTH "K" Big Green River Bridge (French) Replacement Project. Motion carried. Pete Strachan from the WisDOT addressed the Committee on the tenting problem on Hwy 81 between Platteville and Lancaster. He said that the tenting issue is beyond bad and that paving maintenance will be done this summer. This will include milling the worst sections of road followed by crack sealing. Eric Price from Corre, Inc. addressed the Committee on his engineering firms interest in doing business with the County. David told him to send a written letter (notice) of interest to the Highway Department. Tom Boguszewski for AECom addressed the Committee. He said that he had been coming to the Committee meetings for 10 years now, and would like the Committees support for one upcoming bridge project in the County. Bart Nies from Delta 3 Engineering, Inc. updated the Committee on two projects. The CTH "E" project was bid out last week. The County portion of the project will be approximately $345,000.00. The CTH "J" and CTH "JJ" improvement project through the Village of Mt. Hope will be bid out around April 1st. The County portion of this project will be about $180,000.00 for a 30 foot width of pavement the length of the project. A CDBG and DNR Grant were approved for this project. Travis Kramer joined th& Committee with preliminary plans for the new vehicle and equipment storage shop to be built south of Platteville on CTH "D". There will be one wash/grader bay, five patrol truck bays, and one tractor bay. The building will be 60' by 1481. A 5000 ton salt shed is also proposed for the site.
