June 12, 2014
The regular monthly meeting of the Grant County Highway Committee was held
on Thursday, June 12, 2014 at the Highway Office in Lancaster, Wisconsin. Chairman
Donald Splinter called the meeting to order at 9:00 A.M..
Members present besides the Chairman were John Patcle, Mark Stead, Grant Loy,
Vern Lewison, and Highway Commissioner David Lambert. Also present was County
Board Chairman Robert Keeney, and Jon Knautz. Larry Kirschbaum arrived at 9:10,
Travis Kramer at 9:15, Mike Freed at 9:24, and Mike Bartels at 9:35.
Notice of the meeting was sent to the newspaper and radio station and the
agenda was posted at the Administration Building and Highway Office.
John Patcle, seconded by Grant Loy, moved to approve the agenda as printed.
Motion carried.
Vern Lewison, seconded by John Patcle, moved to approve the minutes of the
May 8, 2014 and May 22, 2014 meetings as printed. Motion carried.
Mark Stead, seconded by Vern Lewison, moved to pay Vouchers #330 thru #449.
Motion carried.
For the first four months of 2014, Grant County is over budget by $258,820.96
for the maintenance work that we provide on the State Highway System. The largest
part of the total was for winter maintenance during January and February.
Grant County has signed a contract and submitted it to the WisDOT regarding
the Performance Based Maintenance Project. The project is in the amount of
$130,000.00 and would be used on STH 81 between Platteville and Lancaster. We
are still waiting on WisDOT approval, as there is no guarantee that we will be
selected.
Jon reported that State crews are mowing and crack filling.
Larry reported that CTH "A" (CTH "D" - Iowa County Line) is being pulverized,
and CTH "ZZ" has received the finish coat of asphalt.
John Patcle, seconded by Grant Loy, moved to award the asphalt bid for CTH "A"
(CTH "D" - Iowa County Line) to Iverson Construction. Motion carried.
Mark Stead, seconded by Grant Loy, moved to approve the site plan for the
new Platteville Shop and Salt Storage Building. Motion carried.
Mike Bartels opened the tractor/loader bids:
Finney Implement
Case IH Maxxum 125 T M 105 hp tractor and loader $76,318.00
Sloan Implement
John Deere Model 6150 M 123 hp tractor and Loader $101,900.00
John Deere Model 6140 M 114 hp tractor and loader $ 98,100.00
Mark Stead, seconded by Vern Lewison, moved to accept the low bid of $76,318.00
from Finney Implement for a new tractor and loader as long as the bid -meets all
specifications as requested,in the bid process. Motion carried.
David gave the Committee his opinion on the proposed new wage schedule,
reclassification/reallocation policy, and 2% raise for 2015.
John Patcle, seconded by Grant Loy, moved to enter into closed session per
Wisconsin State Statute 19.85 (1)(c) considering employment, promotion, compensation
or performance evaluation data of any public employee over which the governmental
body has jurisdiction or exercises responsibility as it relates to employment
interviews. A roll call vote was taken with Patcle, Lewison, Stead, Loy, and
Splinter all voting yes. Motion carried. The time was 10:30 A.M..
At 1:02 P.M., John Patcle, seconded by Grant Loy, moved to come out of closed
session and return to open session. Motion carried.
John Patcle, seconded by Grant Loy, moved to offer the welder position to
candidate one and that if he refuses the position to offer it to candidate two,
pending reference checks. Motion carried.
John Patcle, seconded by Mark Stead, moved to adjourn at 1:04 P.M. to
Thursday, July 10, 2014 at 9:00 A.M.. Motion carried.
