HomeMy WebLinkAboutMay 8 2014 Highway MinutesHIGHWAY COMMITTEE MEETING May 8, 2014 The regular monthly meeting of the Grant County Highway Committee was held on Thursday, May 8, 2014 at the Highway Office in Lancaster, Wisconsin. The meeting was called to order at 9:00 A.M. by Grant County Board Chairman Robert Keeney. Members present were Donald Splinter, Mark Stead, Grant Loy, Vern Lewison, John Patcle, and Highway Commissioner David Lambert. Also present was Dale Hood and Larry Kirschbaum. Jon Knautz arrived at 9:02, Todd Johnson at 9:04, and Rodney Dull at 9:10. Notice of the meeting was sent to the newspaper and radio statiton and the agenda was posted at the Administration Building and Highway Office. Donald Splinter, seconded by Mark Stead, moved to approve the agenda. Motion carried. County Board Chairman Keeney asked for nominations for Highway Committee Chairman. John Patcle nominated Donald Splinter. Mark Stead, seconded by Grant Loy, iiioved to close the nominations and cast a unanimous ballot for Donald Splinter. Motion carried. County Board Chairman Keeney asked for nominations for Vice Chairman of the Highway Committee. Donald Splinter nominated John Patcle. Grant Loy, seconded by Mark Stead, moved to close the nominations and cast a unanimous ballot for John Patcle. Motion carried. County Board Chairman Keeney asked for nominations for Highway Committee Secretary. Vern Lewison nominated Mark Stead. John Patcle, seconded by Grant Loy, moved to close the nominations and cast a unanimous ballot for Mark Stead. Motion carried. John Patcle, seconded by Grant Loy, moved to approve the minutes of the April 10, 2014 meeting as printed. Motion carried. Vern Lewison, seconded by Mark Stead, moved to pay Vouchers #232 thru #329. Motion carried. For the first three months of 2014, Grant County is over budget by $251,264.59 for the maintenance work that we provide on the State Highway System. The largest part of the total was for winter maintenance. David reported that the County has an easement to get to an old quarry between the old cheese factory and the Francis Freymiller farm on CTH "T". The quarry has not been used for years and the easement states that the land should revert back to the landowner if it is no longer used for "Highway Purposes". Vern Lewison, seconded by Grant Loy, moved to sign a Quit Claim Deed for the old easement property on CTH "T". Motion carried. Rodney Dull spoke to the Committee about the placing of Historic Trail Signs on a proposed bike trail from Woodman to Wauzeka across the Wisconsin River. He would like to notice historic sights such as Anderson Mills and Werley Station with a sign. David will go with Rodney to locate where the signs should be placed and Diggers Hotline will be contacted before placing the actual sign. David reported on the CTH "E" construction project in the Village of Livingston. Based on the Engineer's estimates, the County's cost of the project will be $346,000.00. The Village is requesting 85% of this amount now because they will need to obtain a loan to pay their portion and they are trying to reduce the amount of money they will need to finance. Grant Loy, seconded by Vern Lewison, moved to pay the Village of Livingston 85% of the estimated cost of the County portion of the CTH "E" project. Motion carried. Jon handed out a Storm Summary Report through 4/10/14 comparing Grant County with the other Counties in the 16 County Region. Larry reported that County crews are busy ditching, shouldering, and working on the flooding project on CTH "M". Travis Kramer joined the Committee with an update on the Platteville Shop and Salt Storage Building project. He provided a detailed site plan as well as plan for the proposed buildings. He is currently working on a Salt Storage Building Agreement with the WisDOT. The estimated cost of the building projects is $950,000.00 with the WisDOT agreeing to pay a large portion of the cost of the Salt Storage Building. Grading of the site could begin in June, with construction of the Truck Shed to be completed in August or September and the Salt Storage Shed by November. The new Caterpillar Motor Grader has been received and is being used. The new trucks will be delivered to Burke Equipment by September 1st. The summer Wisconsin County Highway Association Conference will be held June 2, 3, 4, 2014.
