HomeMy WebLinkAboutNovember 13th Highway MinutesHIGHWAY COMMITTEE MEETING November 13, 2014 The regular monthly meeting of the Grant County Highway Committee was held on Thursday, November 13, 2014 at the Highway Office in Lancaster, Wisconsin. Chairman Donald Splinter called the meeting to order at 9:00 A.M.. Members present besides the Chairman were John Patcle, Mark Stead, Grant Loy, Vern Lewison, and Highway Commissioner David Lambert. Also present was Jon Knautz. Joining the Committee for the bid opening at 10:00 A.M. was Paul Langmeier from Top Notch Construction, Ted Schacht and Gary Osterholz from Eastman Cartwright Lumber Company, Tim Collins and James Kohlenberg from Jim's Building Center, Paul Ketterer from K & L Construction SW, and County Board Chairman Robert Keeney. Joining the Committee after the bid opening was Dan Wagner from MSA Professional Services and Bill Spencer from Metal Culverts, Inc.. Notice of the meeting was sent to the newspaper and radio station and the agenda was posted at the Administration Building and Highway Office. John Patcle, seconded by Grant Loy, moved to approve the agenda as printed. Motion carried. Vern Lewison, seconded by John Patcle, moved to approve the minutes of the October 9, 2014 meeting as printed. Motion carried. Mark Stead, seconded by Vern Lewison, moved to pay Vouchers #928 thru #1057. Motion carried. Mark Stead, seconded by Grant Loy, moved to approve and sign the Jurisdictional Transfer of a portion of CTH "A" to the City of Lancaster from the intersection of STH 129 westerly .49 miles to the Lancaster City limits. The road is contained within Section 2, T 4 N, R 3 W.. Motion carried. Mark Stead, seconded by Vern Lewison, moved to approve and sign the Salt Shed Facility Agreement with the Wisconsin Department of Transportation. This allows the State access to the salt shed that they will finance on Grant County owned land in Platteville., Motion carried. For the first nine months of 2014,-Grant County is over budget $15,645.99 for the maintenance work that we provide on the State Highway System. Jon reported that we will receive $137,122.48 from the State for the PBM Rout and Seal project completed on STH 81 between Platteville and Lancaster. He said the crews are also busy putting up snow fence and getting the trucks ready for winter. The County crews are also putting up snow fence and getting equipment ready for winter. Shelley Reuter has accepted the Highway Office Bookkeeper portion. She will start work at the Highway Department on December 1st. Vern Lewison, seconded by Mark Stead, moved to approve and recommend approval to the Executive Committee the hiring of Anita Kelley for up to 16 hours per week at $14.82 per hour to help with the work in the office while the new hire is being trained. Motion carried. The General Laborer position was filled by Eric Irish. The CTH "K" project is now completed. The Eagle Point Road project has been in the works for years due to many factors. Dan said that bid letting on the could be by May 2015 now. project Bill Spencer from Metal Culverts, Inc. wanted to thank the County business with his firm for its over the past years.
