September 10, 2015
The Grant County Highway Committee held their regular monthly meeting on
Thursday, September 10, 2015 at the Highway Office in Lancaster, Wisconsin.
Chairman Donald Splinter called the meeting to order at 9:00 A.M.. Members
present besides the Chairman were Mark Stead, Vern Lewison, Grant Loy, and
Highway Commissioner David Lambert. John Patcle asked to be excused. Also
present was County Board Chairman Robert Keeney. Joining the Committee later in
the meeting were Patrick Faster and William Hoppe from Gallagher Asphalt and
Brad DeVault from Fabick Cat.
Notice of the meeting was sent to the newspaper and radio station and the
agenda was posted at the Administration Building and Highway Office.
Vern Lewison, seconded by Grant Loy, moved to approve the agenda as printed.
Motion carried.
Donald Splinter, seconded by Vern Lewison, moved to approve the minutes of
the August 13, 2015 meeting as printed. Motion carried.
Mark Stead, seconded by Vern Lewison, moved to pay Vouchers #535 thru #647.
Motion carried.
Donald Splinter, seconded by Grant Loy, moved to assign the $160,525.72 in
Undesignated Revenues for 2014 to the County Road Construction Account (Mats and
Seals). Motion carried.
For the first seven months of 2015, Grant County is under budget $74,326.00
for the maintenance work that we provide on the State Highway System.
David introduced William Hoppe and Patrick Faster from Gallagher Asphalt
Corporation. The men provided the Committee with handouts and a power point
presentation on a Hot -In -Place Recycling process that is a less expensive system
to resurface a highway. Hot -In -Place Recycling is better in five ways: saves
money, saves time, reduces user delays, reduces carbon footprint, and reuses
existing pavement. David feels that the system could work for Grant County if
the existing road is already wide enough and has adequate base. He would like
to try the process on CTH "D" from Platteville to CTH "A" (Union).
Donald Splinter, seconded by Mark Stead, moved to approve the proposed
2016 Highway Department Budget with an increase of $70,000.00 to Equipment and a
$33,000.00 increase to cover a 1.5% wage increase. Motion carried.
David reported that State crews have been busy on PBM projects, filling ruts
on Hwy 18, and putting down wedges on Hwy 61 between Lancaster and Fennimore.
David reported that County crews have been rebuilding the intersection of
CTH "X" and CTH "P" and are still working on the slopes south of the intersection
with pulverization now complete on CTH "P". When the Asphalt plant moves to
Fennimore, paving on CTH "P" can begin.
David said that the County currently owns two oil distributers. They are
used to shoot seal coat oil as well as to shoot tack oil between lifts of asphalt
on paving and wedging projects. They are both about 25 years old. Most Counties
have Meig's or Flint Hills shoot their oil on seal coat projects.
David said that Grant County does so little seal coating that it does not
pay to replace the distributers. One will be kept running so it can be used as
a tack truck.
David presented the costs associated with the recommendation of the Loss
Control Specialist to bring the shop into compliance of current OSHA regulations.
Mark Stead, seconded by Vern Lewison, moved to spend up to $12,000.00 out of
the Equipmemt Account, to comply with the recommendations of the Loss Control
Specialist to bring the Lancaster Shop into compliance with current OSHA regulations.
Motion carried.
David gave an update on the new Platteville Outshop. The building shell is
complete, however, the doors still need to be installed. The septic is done, the
insulation is in, electrical is currently be installed as well as the interior
ceiling, and the landscaping is complete.
Brad DeVault from Fabick Cat, addressed the Committee on the reason for the
name change from Fabco Cat to Fabick Cat. David also restated the three years at
$4,500.00 per month rent -to -own agreement between Grant County and Fabick Cat
on the new D6 Dozer. The rent payments will go toward the purchase of the dozer
at the end of the three years should Grant County decide to purchase at that time.
David updated the Committee on the Eagle Point Road Bridge Project. The
bridge is over the Burlington Northern Railroad tracks and allows traffic to
get to O'Leary's Boat Landing. Total cost of the project is estimated at
$1.4 million with the Town of Jamestown and the County of Grant each paying
10% of the cost and the Federal Government paying the remaining 80%.
Robert Keeney commented that he has received many compliments from residents
on the mowing along County •roads.
Mark also has received compliments from the Wilbert Vault Company of
Dubuque on the excellent condition of Grant County roads during the winter
months as compared to roads in other Counties in their service territory.
Mark Stead, seconded by Vern Lewison, moved to adjourn at 10:55 A.M. to
Thursday, October 8, 2015 at 9:00 A.M.. Motion carried.
