HomeMy WebLinkAboutHighway Minutes March 12 2015HIGHWAY COMMITTEE MEETING March 12, 2015 The regular monthly meeting of the Grant County Highway Committee was held on Thursday, March 12, 2015 at the Highway Office in Lancaster, Wisconsin. Chairman Donald Splinter called the meeting to order at 9:00 A.M.. Members present besides the Chairman were John Patcle, Mark Stead, Grant Loy, Vern Lewison, and Highway Commissioner David Lambert. Also present was County Board Chairman Robert Keeney, Ken Schakelman from Meigs Paving Asphalts & Emulsions, and Bob Riutta from Flint Hills Resources. Joining the Committee for the bid/quote opening portion of the meeting were Mike Bartels, Travis Kramer, Bill Spencer from Metal Culverts Inc., Jeff Lutes from Truck Country of Dubuque, Sam Landes from JX Peterbilt of Madison, Jeff Smith from Burke Truck & Equipment, Mark Hermanson from Monroe Truck Equipment, Terry Solomon from Henderson Truck Equipment, Cody Churchill from The Kraemer Company, and Jerid Baranczyk from Iverson Construction. Notice of the meeting was sent to the newspaper and radio station and the amended agenda was posted at the Administration Building and Highway Office. John Patcle, seconded by Vern Lewison, moved to approve the amended agenda as posted. Motion carried. Vern Lewison, seconded by Grant Loy, moved to approve the minutes of the February 12, 201.5 meeting as printed. Motion carried. Mark Stead, seconded by Vern Lewison, moved to pay Vouchers #41 thru #116. Motion carried. For the first month of 2015, Grant County is under budget by $47,367.00 for the maintenance work that we provide on the State Highway System. David explained that TDS Communications has requested a 15' X 15' easement on Highway Department property, so they can place a conversion box to allow existing copper cable to be upgraded to fiber optic cable. John Patcle, seconded by Donald Splinter, moved to approve the easement request from TDS Communications. The Highway Department will receive $750.00 for the easement. Motion carried. David opened the metal culvert bids. The bids were as follows: Tennyson Implement $41,434.00 Metal Culverts, Inc. $42,820.76 David opened the oil quotes. The quotes were as follows: Flint Hills Resources CRS & HFRS-2 $2.1760 per gallon CRS-2P & HFRS-2P $2.5760 per gallon CSS-1H $2.2760 per gallon Meigs Asphalts & Emulsions CRS-2 & HFRS-2 $2.2187 per gallon CRS-2P & HFRS-2P $2.6187 per gallon CRS-2Pd Fog Seal $1.9987 per gallon John Patcle, seconded by Grant Loy, moved to approve the oil quotes. Motion carried. The bids for Patrol Trucks, snow equipment, and culverts will be reviewed and compared to specifications with a recommendation made to the Committee for action at a future meeting. David stated that the County will post roads for 25 ton on 3/13/15. Mark Stead, seconded by Vern Lewison, moved to adjourn at 10:55 A.M. to Tuesday, March 17, 2015 at 9:00 A.M.. Motion carried.
