HomeMy WebLinkAboutHighway minutes Feb 2015HIGHWAY COMMITTEE MEETING February 12, 2015 The regular monthly meeting of the Grant County Highway Committee was held on Thursday, February 12, 2015 at the Highway Office in Lancaster, Wisconsin. Chairman Donald Splinter called the meeting to order at 9:00 A.M.. Members present besides the Chairman were John Patcle, Mark Stead, Grant Loy, Vern Lewison, and Highway Commissioner David Lambert. Also present was County Board Chairman Robert Keeney, Travis Kramer, and Tom Boguszewski. Larry Kirschbaum joined the Committee at 9:25 A.M.. Notice of the meeting was sent to the newspaper and radio station and the agenda was posted at the Administration Building and Highway Office. John Patcle, seconded by Grant Loy, moved to approve the agenda as printed. Motion carried. Vern Lewison, seconded by John Patcle, moved to approve the minutes of the January 8, 2015 meeting as printed. Motion carried. John Patcle, seconded by Vern Lewison, moved to pay Vouchers 1286 thru 1381 (2014) and 1 thru 40 (2015). Motion carried. For the year 2014, Grant County is under budget by $115,963.00 for the maintenance work that we provide on the State Highway System. Jon and Pete are working to purchase some materials, including shoulder rock and hot mix asphalt, out of the 2014 RMA account that will be used on the State Highway System during 2015. Travis recommended the following list of consulting engineering firms for consideration for two bridge projects in the County: AECOM, Ayres Associates, IIW Engineers & Surveyors, Jewell, Mead & Hunt, MSA Professional Services, and Westbrook Associated Engineers. David asked Tom Boguszewski from AECOM if he would like to speak at this time. Tom told the Committee about the desire of his firm to do business with the County and would appreciate consideration when assigning bridge design projects. Mark Stead, seconded by John Patcle, moved to assign the CTH "T" Anderson Mills Bridge Design Project to consulting engineering firm MSA Professional Services. Motion carried. John Patcle, seconded by Grant Loy, moved to assign the CTH "E" Leggett Bridge Design Project to consulting engineering firm Mead & Hunt. Motion carried by majority vote. David reviewed the 2014 Annual Report of the Grant County Highway Commission with the Committee. David reviewed the 2015 proposed Equipment Purchases that included: two single -axle Patrol Trucks with Equipment - $360,000., a used Water/Brine Truck $52,000., Major Shop work - $50,000., and a Loader Payment - $45,000.. Mark Stead, seconded by Vern Lewison, moved to approve the proposed 2015 Grant County Highway Commission County Construction Projects. Motion carried. Larry told the Committee that County crews have been busy plowing snow and cutting brush. David said that Jon has been purchasing materials out of the 2014 RMA and that State crews have also been busy plowing snow and cutting brush. - David informed the Committee that he had been told by Rick Vydrazl of the WisDOT that the State funding for the salt storage building at Platteville is still secure. The cost is estimated at $600,000.00. It will be bid in June of 2015. David told of the most recent Focus on Energy Project. All of the shop lights were replaced in the Lancaster Main Shop at a cost of $5,500.00. The new lights are supposed to save $3,180.00 per year in electricity cost.
