HomeMy WebLinkAboutJanuary Approved Highway MinutesHIGHWAY COMMITTEE MEETING January 8, 2015 The regular monthly meeting of the Grant County Highway Committee was held on Thursday, January 8, 2015 at the Highway Office in Lancaster, Wisconsin. Chairman Donald Splinter called the meeting to order at 9:00 A.M.. Members present besides the Chairman were John Patcle, Mark Stead, Grant Loy, Vern Lewison, and Highway Commissioner David Lambert. Also present was County Board Chairman Robert Keeney, Keith Jantzen, Lynn Yager, and Dan Kerkenbush. Jon Knautz, Larry Kirschbaum, and Pete Strachan joined the Committee at 9:02 A.M.. Notice of the meeting was sent to the newspaper and radio station and the agenda was posted at the Administration Building and Highway Office. Vern Lewison, seconded by Grant Loy, moved to approve the agenda as printed. Motion carried. John Patcle, seconded by Vern Lewison, moved to,approve the minutes of the December 11, 2014 meeting as printed. Motion carried. Mark Stead, seconded by John Patcle, moved to pay Vouchers #1168 thru #1307. Motion carried. David said he had received a request from the Village of Tennyson for financial help with damages caused by a failed sewer lateral. David recommended that the County not pay since the County has no authority on a State Highway through a Village. Maintenance is done under agreement and at the direction of the State. Keith Jantzen, Village President, handed out a detailed list of the costs associated with the damages caused by the sewer lateral failure and the filling of the hole. The Village requested $3485.11 from both Grant County and the State of Wisconsin. Pete Strachan, speaking for the WisDOT, told the Village Officials that public safety is of utmost importance and that filling sink holes that have developed under public roads is common in the State. Dan Kerkenbush said the Village was unaware that the County has no authority or responsibility outside the white line. Pete said that the State will pay both the County and State requested amounts from the 2014 RMA for a total of $6970.22. David told the Village that as far as future maintenance goes, the County will do nothing outside the white line, however, during winter storms the State Patrol Truck can keep the wing down through the Village of Tennyson. Mark Stead, seconded by John Patcle, moved to approve and sign the 2015 Routine Maintenance Agreement between Grant County and the WisDOT. Motion carried. Jon reported that State crews are cutting brush, patching and repairing damaged beamguards. Mark Stead, seconded by Vern Lewison, moved to have all five members of the Highway Committee serve as the Selection Committee to assign Bridge Project Design Projects to.Consulting Engineering Firms. Motion carried. Bridge projects include CTH "E" - Leggett Bridge and CTH "K" - Anderson Mills Bridge, both scheduled for 2018 construction. For the first eleven months of 2014, Grant County is under budget by $114,367.00 for the maintenance work that we provide on the State Highway System. Jon is working to purchase shoulder rock and hot asphalt mix with some of the available 2014 funds as a hedge against 2015 costs. Larry reported that County crews are cutting brush in highway right-of-ways. Anita Kelley will continue to come in for up to 16 hours per week. The mechanics position was filled by Joe Majerus. He began work on Monday, January 5, 2015. David told the Committee that he was working on an agreement between Grant County and Platteville Township regarding the Township purchasing some land from the County for a new Town Shop. David will have Corporation Counsel review the agreement before presenting it to Town Officials.
