October 8, 2015
The Grant County Highway Committee held their regular monthly meeting on
Thursday, October 8, 2015 at the Highway Office in Lancaster, Wisconsin. Chairman
Donald Splinter called the meeting to order at 9:00 A.M.. Members present besides
the Chairman were Mark Stead, John Patcle, Vern Lewison, and Grant Loy. Also
present was County Highway Engineer Travis Kramer, County Board Chairman Robert
Keeney, Dave Knoke, Scott Kunkel, Joe Weber, and Zach Fronk. Joining the Committee
after the meeting had started was Jon Knautz and Mike Bartels.
Notice of the meeting was sent to the newspaper and radio station and the
agenda was posted at the Administration Building and Highway Office.
John Patcle, seconded by Grant Loy, moved to approve the agenda as printed.
Motion carried.
Vern Lewison, seconded by Mark Stead, moved to approve the minutes of the
September 10, 2015 meeting as printed. Motion carried.
Mark Stead, seconded by John Patcle, moved to pay Vouchers #648 thru #712.
Motion carried.
Mark Stead, seconded by John Patcle, moved to approve two requests for a
ATV - UTV Route on CTH "N" from Chaffie Hollow Road south to East Haas Lane and
CTH "N" from Hwy 133 south to McCartney Landing. Both Routes have been approved
by the Traffic Safety Committee and the Grant County Board contingentIon Highway
Committee approval. Motion carried.
John Patcle, seconded by Donald Splinter, moved to approve and recommend to
the full County Board a request for a ATV - UTV Route on CTH "N" from Cudahy Lane
Road south to Boice Creek Road pending approval by the Traffic Safety Committee.
Motion carried.
Donald Splinter, seconded by John Patcle, moved to approve three requests
for ATV - UTV Routes on CTH "HHH" from CTH "H" (Guy's Trucking) through the Village
and under Hwy 151 to the intersection with CTH "H" (Frontage Road portion), CTH "H"
(Frontage Road) from CTH "HHH" to CTH "H", and CTH "H" from Shoestring Road to
Louisburg Road, all in the Town of Jamestown, pending approval by the Traffic
Safety Committee. Motion carried. This motion is a recommendation to the full
County Board for approval.
For the first eight months of 2015, Grant County is under budget $82,038.00
for the maintenance work that we provide on the State Highway System.
. Jon Knautz reported on State Issues including PBM Projects, rut filling on
Hwy 18, wedging on Hwy 61 between Lancaster and Fennimore, Jack and Bore project
on Hwy 151, and a crack filling project on Hwy 61 between Fennimore and Boscobel.
Travis and Mike recommended to the Committee that we bid out the chassis for
two new patrol trucks in December of 2015 instead of waiting until March of 2016.
The funding is in the 2016 budget, with the "outfitting" of the trucks to be bid
out later depending upon the expected delivery of the chassis. In the past, we
have not paid for the trucks until they have been delivered. It seems to take
a long time to get patrol trucks put together. By bidding out the chassis earlier,
maybe we can get a jump on the process. Mike will get the bid process started,
with bid opening for two new single axle patrol trucks scheduled for the December
2015 Highway Committee meeting.
Travis updated the Committee on County Road projects. The paving on CTH "P"
is now complete with shoulder work to be started next week. The intersection of
CTH "X" and CTH "P" has been rebuilt with crews still working on the slopes. Iowa
County is scheduled to paint the centerlines.
Travis informed the Committee that the new truck building at Platteville is
now complete. Natural gas needs to be connected yet by Alliant Energy and a firm
from DePere needs to drill the well.
A schedule received on Tuesday, October 6th indicated that construction on
the new Platteville salt storage building could start on Monday, October 12th,
with an estimated completion date of November 20th.
Zach Fronk, new Territory Manager for Aring Equipment Company, introduced
himself to the Committee. Zach's territory will cover fourteen counties in the
State of Wisconsin.
A trip to tour the CTH "P" project is scheduled for Tuesday, October 13, 2015
at 11:00 A.M..
Mark Stead, seconded by Vern Lewison, moved to adjourn at 9:45 A.M. with
the next regular monthly meeting scheduled for Thursday, November 12, 2015 at
9:00 A.M.. Motion carried.
