August 11, 2016
The Grant County Highway Committee held their regular monthly meeting on
Thursday, August 11, 2016 at the Highway Office in Lancaster, Wisconsin. Chairman
Donald Splinter called the meeting to order at 9:00 A.M.. Members present besides
the Chairman were John Patcle, Lester Jantzen, Mark Stead, Grant Loy, and Highway
Commissioner David Lambert. Also present was County Board Chairman Robert Keeney,
Judy Hazen, Dave Knoke, Mike Whitaker, and Tom Zenz.
Notice of the meeting was sent to the newspaper and radio station and the
agenda was posted at the Administration Building and Highway Office.
John Patcle, seconded by Lester Jantzen, moved to approve the agenda as printed.
Motion carried.
John Patcle, seconded by Grant Loy, moved to approve the minutes of the
July 14, 2016 meeting as printed. Motion carried.
Lester Jantzen, seconded by John Patcle, moved to pay Vouchers #530 thru #645.
Motion carried.
John Patcle, seconded by Grant Loy, moved to approve and recommend to the
full County Board a request for a ATV - UTV Route on CTH "U" from Elmdale Road
through the Village of Beetown to Shortcut Road pending approval by the Traffic
Safety Committee. Motion carried.
Mark Stead, seconded by Donald Splinter, moved to approve and recommend to the
full County Board a request for a ATV - UTV Route on CTH "A" from Hwy 133 to
CTH "VV" in the Town of Bloomington and a short portion of CTH "A" within the
Village of Bloomington pending approval by the Traffic Safety Committee. Motion
carried.
Lester Jantzen, seconded by Mark Stead, moved to approve and recommend to the
full County Board requests for a ATV - UTV Route on CTH "B" from Stumptown Road to
Whig Road, CTH "B" from Moundview Road east to the Lafayette County Line, and
CTH "D" from Southwest Road to Chestnut Street, all in the Town of Platteville,
pending Traffic Safety Committee approval. Motion carried.
John Patcle, seconded by Lester Jantzen, moved to approve and recommend to the
full County Board a request for ATV - UTV Routes on CTH "0" from Church Street
in the Village of Tennyson east to Stanton Ridge Road and CTH "B" from Hwy 61
east to Whig Road, within Potosi and Harrison Townships, pending approval by the
Traffic Safety Committee. Motion carried by majority vote. Mark Stead voted no.
Mark Stead, seconded by Grant Loy, moved to approve and recommend to the full
County Board a request for a ATV - UTV Route on CTH "K" from Borah Road to Hwy 61
using City of Lancaster property to cross Hwy 61 directly across from the Cenex
driveway pending approval by the WisDOT to cross Hwy 61 and the Traffic Safety
Committee. Motion carried.
John Patcle,.seconded-by Donald Splinter, moved to approve and recommend to
the full County Boar •a request for a ATV - UTV Route on CTH "N" from Hurricane
Road to Pigeon River Road within the Town of South Lancaster pending Traffic
Safety Committee approval. Motion carried.
Lester Jantzen, seconded by Grant Loy, moved to approve and recommend to the
full County Board a change in the ATV - UTV Ordinance to indicate that the Grant
County Highway Department will install the signs but that the Club requesting the
Route will be responsible for the cost of the materials. Motion carried.
John Patcle, seconded by Lester Jantzen, moved to approve and recommend to
the full County Board a change in the ATV - UTV Ordinance to eliminate the speed
limit in the ordinance, similar to buggies and bicycles. Motion carried.
For the first six months of 2016, Grant County is under budget $172,097.00
for the maintenance work that we provide on the State Highway System.
John Patcle, seconded by Mark Stead, moved to assign the 2015 Undesignated
Revenues of $759,962.26 as follows: $110,000.00 to the Equipment Account for a
Brine Truck, $99,962.26 to Buildings (Capital Outlay), and $550,000.00 to County
Mats & Seals for a asphalt mat on CTH "B", seal coat on CTH "D", and a mill &
pave on CTH "M". Motion carried.
State crews are getting ready to seal coat Hwy 133, a new roof has been
put on the Bloomington Shop, and a another PBM Project has been submitted for
shoulders on Hwy 81 between Platteville & Lancaster.
County crews started paving yesterday on CTH "B" east of Platteville,
pulverizing on CTH "M" is complete with significant base being added, and
dirt work is still being done on CTH "P".
Mark Stead, seconded by John Patcle, moved to adjourn at 10:27 A.M. to
Thursday, September 8, 2016 at 9:00 A.M.. Motion carried.
