HomeMy WebLinkAboutHighway Committee Meeting Minutes December 8 2016HIGHWAY COMMITTEE MEETING December 8, 2016 The Highway Committee of the Grant County Board of Supervisors met on Thursday, December 8, 2016 at 9:00 A.M. at the Highway Office in Lancaster, Wisconsin. The meeting was called to order by Chairman Donald Splinter. Other members present were John Patcle, Lester Jantzen, Mark Stead, and Highway Commissioner David Lambert. Grant Loy asked to be excused. Also present was County Board Chairman Robert Keeney, Personnel Director Joyce Roling, Tonia Vial, Joel Leonard, Jeremy Krachey, and Mike Reynolds. Joining the Committee later in the meeting were Larry Kirschbaum, Travis Kramer, Jon Knautz, Dave Duwe, Jeff Lutes, Sam Landes, Terry Solomon, and Jeff Smith. Notice of the meeting was sent to the media and the agenda was posted at the Administration Building and Highway Office. Motion by John Patcle, seconded by Lester Jantzen, to approve the agenda as printed. David asked that the people in attendance representing the Wisconsin River Trail Project be allowed to make a presentation after employment on the agenda. No actibn will be taken on this item. Motion carried. Motion by Mark Stead, seconded by John Patcle, to approve the minutes of the November 8, 2016 and November 10, 2016 meetings as printed. Motion carried. Motion by John Patcle, seconded by Lester Jantzen, to pay Vouchers #1006 thru #1096. Motion carried. David reported that there are currently three Highway Department employees on medical leave. Motion by Donald Splinter, seconded by Lester Jantzen, to hire a new Patrolman for the Bagley Section. Motion carried. Tonia Vial and Jeremy Krachey gave the Committee a presentation on the scope and cost estimates for Phase 2A of the Wisconsin River Trail Project that starts in Boscobel. The group would like the support of the Highway Committee and for the full County Board to pass a Resolution supporting the project. No action was taken as this item was not on the agenda. Motion by Mark Stead, seconded by John Patcle, to accept the low bid from Burke Truck & Equipment for $95,355.03 per truck for a dump body, pre -wet system, electrical system, 6" sander, 12' plow, 9' right side wing, and 9' left side wing. Motion carried. Donna Bohnenkamp joined the Committee and explained that there is $10,791.58 in uncollected receivables on the books that date back to at least 2004. The amounts are due to damages caused by traffic accidents where the driver is unknown as they chose to drive away and not report the accident. The Finance Director would like to see the amount written off. Motion by Mark Stead, seconded by Donald Splinter, to write-off $10,791.58 in uncollected receivables as suggested by the Finance Director. Motion carried. Motion by John Patcle, seconded by Mark Stead, to purchase a new rubber tired roller. Motion carried. Motion by John Patcle, seconded by Lester Jantzen, to go out for bids on a new tractor with cab & mower. Motion carried. Motion by Mark Stead, seconded by John Patcle, to go out for bids on a new 12' to 2 tton truck with dump box and a plow. Motion carried. Motion by Donald Splinter, seconded by John Patcle, to purchase a new Router and air compressor. Motion carried. For the first ten months of 2016, Grant County is over budget by $2,169.00 for the maintenance work that we provide on the State Highway System. Motion by Mark Stead, seconded by John Patcle, to approve and sign the 2017 Routine Maintenance Agreement with the WisDOT in the amount of $2,075,800.00. The Agreement shows an increase of $26,000.00 for 2017. Motion carried. Motion by Mark Stead, seconded by Lester Jantzen, to adjourn at 11:47 A.M. to Tuesday, December 20, 2016 at 9:30 A.M..
