HomeMy WebLinkAboutHighway Committee Meeting Minutes November 10 2016HIGHWAY COMMITTEE MEETING November 10, 2016 The Highway Committee of the Grant County Board of Supervisors met on Thursday, November 10, 2016 at 9:00 A.M. at the Highway Office in Lancaster, Wisconsin. The meeting was called to order by Chairman Donald Splinter. Other members present were John Patcle, Lester Jantzen, Mark Stead, Grant Loy, and Highway Commissioner David Lambert. Also present was County Board Chairman Robert Keeney, Judy Hazen, and Mike Whitaker. Dan Wagner joined the Committee at 9:57 A.M.. Notice of the meeting was sent to the media and the agenda was posted at the Administration Building and Highway Office. Motion by John Patcle, seconded by Grant Loy, to approve the agenda as printed. Motion carried. Motion by Mark Stead, seconded,by John Patcle, to approve the minutes of the October 5, 2016 and October 13, 2016 meetings as printed. Motion carried. Motion.by Donald Splinter, seconded by Grant Loy, to pay Vouchers #882 thru #1005. Motion carried. Motion by John Patcle, seconded by Lester Jantzen, to approve and recommend to the full County Board, a request for a ATV - UTV Route on CTH "U" from Lovers Lane Road to Dutch Hollow Road pending approval by the Traffic Safety Committee. Motion carried. For the first nine months of 2016, Grant County is over budget by $87,714.00 for the maintenance work that we provide on the State Highway System. Motion by Mark Stead, seconded by John Patcle, to approve the proposed work at the Woodman Boat Landing by Reynolds Brothers Construction in the amount of $6,750.00 and that funding is to come out of the River Access Carryover Account as approved by the County Clerk. Motion carried. State Highway crews are busy putting up snow fence and getting the trucks ready for winter. All PBM Projects are complete. Shoulders were put in late due to the WisDOT notifying Grant County very late in the season as money became available. County Highway crews are putting up snow fence, shouldering, and spreading topsoil on CTH "P". David reported that the Highway Department currently has three employees that are off work due to health related issues. One employee has announced his retirement. David will ask the Personnel Director to attend our meeting next month to answer questions regarding filling the position that will be open due to the retirement. Work continues on the 4000 gallon Tanker/Bri-ne Truck. Bids will be accepted at the December 2016 Highway Committee meeting for two new tandem -axle Patrol Trucks that will be used on Hwy 151. The trucks will be paid for out of the 2017 Equipment Budget. Dan Wagner from MSA Professional Services addressed the Committee. He told the Committee about the MSA Transportation Program that includes Highway & Bridge Design. He thanked the Committee for the work MSA has done in the County in the past.
