HomeMy WebLinkAboutHighway Committee Meeting Minutes October 13 2016HIGHWAY COMMITTEE MEETING October 13, 2016 The Grant County Highway Committee held their regular monthly meeting on Thursday, October 13, 2016 at the Highway Office in Lancaster, Wisconsin. Vice -Chairman John Patcle called the meeting to order at 9:00 A.M.. Members present included John Patcle, Lester Jantzen, Mark Stead, Grant Loy, and Highway Commissioner David Lambert. Donald Splinter asked to be excused. Also present was County Board Chairman Robert Keeney, Judy Hazen, Larry Kirschbaum, and Gene Kussart. Notice of the meeting was sent to the newspaper and radio station and the agenda was posted at the Administration Building and Highway Office. Motion by Lester Jantzen, seconded by Grant Loy, to approve the agenda as printed. Motion carried. Motion by Mark Stead, seconded by Grant Loy, to approve the minutes of the September 8, 2016 meeting as printed. Motion carried. Motion by Grant Loy, seconded by Lester Jantzen, to pay Vouchers #783 Thru //881: Motion carried. For the first eight months of 2016, Grant County is under budget $124,837.00 for the maintenance work that we provide on the State Highway System. David explained that a tanker endorsement on a CDL is needed for larger tank trucks that haul over 1000 gallons. Some current employees have the tanker endorsement on their CDL, while others do not. Motion by Mark Stead, seconded by Grant Loy, that the Highway Department pay the fee to obtain a tanker endorsement, if a fee is required, for any employee required to have one. Motion carried. Motion by Lester Jantzen, seconded by Grant Loy, to approve and recommend for approval to the Executive Committee, to establish a rate of 17.00/hour for temporary employees to work on the summer crews when needed. This would be for a Patrolman or Operator rate for a retired Highway Department Employee to return on a temporary basis. Motion carried. David has received a request from Ken Cerney to look at lowering the speed limit from 55 to 35 at the Village of Blue River Village limits on CTH "T", south of the Village. The speed limit would then go from 55 to 35 to 25, and extend further south, rather than go from 55 to 25. Motion by John Patcle, seconded by Grant Loy, to lower the speed limit on CTH "T" in the Village of Blue River from 55 to 35. This would be at the Village Limits on CTH "T" south of the Village. Motion carried. David presented an estimate from Reynolds Brothers of Boscobel for work at the Millville Boat Landing that would include removing materials and replacing it with new road gravel. The County Clerk has approved the proposed work and has indicated that it could be paid for out of the Access Carryover Account. Motion by Mark Stead, seconded by Lester Jantzen, to approve the proposed work at the Millville Boat Landing by Reynolds Brothers in the amount of $4974.00 and that funding is to come out of the Access Carryover Account as approved by the County Clerk. Motion carried. There was no discussion or action taken on the Klaas driveway request as Mr. Klaas was not in attendance at the meeting. Update on State Highways - crack filling on Hwy 18 continues, Hwy 80 shoulders are complete, shoulders on Hwy 81 between Platteville and Lancaster have yet to be done. Update on County Highways - a half day of paving remains to be done on CTH "P" as well as shouldering on CTH "P", all seal coats are completed on CTH "U", CTH "D", and CTH "T", CTH "B" is paved, shouldered, and striped, and CTH "M" is paved and shouldered. CTH "M" will not be striped as it is too narrow. There was no discussion or action taken on CTH "JJ" repair costs as there was no person in attendance from Rule Construction. With the recent hiring of Ryan Kaiser, Grant County Highway Department is at full staff. Gene Kussart, Vice President of Donohue & Associates, Inc. addressed the Committee. He stated his firm offers various services in the Transportation Area such as road and bridge design. Recently they have offered specialty work in the field of safety work. Donohue is currently working with Dodge, LaCrosse, and Lafayette Counties by providing an analysis of roads in each County.
