January 14, 2016
The Grant County Highway Committee held their regular monthly meeting on
Thursday, January 14, 2016 in Room 266 on the second floor of the Grant County
Administration Building in Lancaster, Wisconsin. Chairman Donald Splinter called
the meeting to order at 9:00 A.M..
Members present besides the Chairman were John Patcle, Mark Stead, Grant Loy,
and Highway Commissioner David Lambert. Vern Lewison asked to be excused. Also
present was County Board Chairman Robert Keeney. Larry Kirschbaum and Personnel
Director Joyce Roling joined the Committee later in the meeting.
Notice of the meeting was sent to the radio station and newspaper and the
amended agenda was posted at the Administration Building and Highway Office.
John Patcle, seconded by Grant Loy, moved to approve the amended agenda as
printed. Motion carried.
Mark Stead, seconded by Donald Splinter, moved to approve the minutes of the
December 10, 2015 meeting as printed. Motion carried.
John Patcle, seconded by Grant Loy, moved to pay Vouchers #963 thru #1092.
Motion carried.
For the first eleven months of 2015, Grant County is under budget $47,458.00
for the maintenance work that we provide on the State Highway System.
Grant Loy, seconded by Donald Splinter, moved to approve the hiring of Anita
Kelley as a temporary employee to help reconcile accounts at a LTE wage rate of
$15.35 per hour. Motion carried.
John Patcle, seconded by Grant Loy, moved to set the rate for a LTE for a
snow removal storm situation at the start rate of a Patrolman. Motion carried.
The WisDOT would like to acquire .03 acres of land owned by the Grant County
Highway Department for the upcoming Highway 61 Reconstruction Project. David
recommended that the land be donated in support of the construction project, as
long as the WisDOT acknowledges that we have two driveways to serve our property
and guarantees that we will always be allowed two driveways to access our property.
Grant Loy, seconded by John Patcle, moved to donate .03 acres of land to the
WisDOT in support of the Highway 61 Reconstruction Project. Motion carried.
Jon said that State crews had been busy doing routine maintenance and anti -
icing ahead of storms.
Larry reported that County crews had been busy cutting brush.
David is looking into purchasing some new pickup trucks. The cost per vehicle
is surprising. We may have to bid out 3 to 5 pickups and see what the costs come
in at.
David presented the proposed-2016 Highway Construction Projects:
CTH "P" - Dew Drop I_n=to Bagley - Place finish course of new hot mix asphalt,
additional shoulder material, and centerline striping.
CTH "B" - from City of Platteville to the Lafayette County Line - Hot in -place
reconstruction, the top two inches is milled off, mixed with new oil and
placed back down on the road all in one pass.
CTH "U" - Potosi to Beetown - New chip seal coat
CTH "D" - Platteville south to CTH "H" - New chip seal coat
The new truck shop at Platteville is complete and being used.
The new salt storage shed at Platteville is being used. The door on the north
end still needs to be installed.
The old Highway Department site in Platteville will be discussed at next
months meeting.
David briefly talked about the trip to the Juneau County Highway Office in
Mauston by members of the Grant County Highway Committee and Grant County Executive
Committee.
At 10:01 A.M., John Patcle, seconded by Grant Loy, moved to enter into closed
session per Wisconsin State Statute 19.85 (1)(c) considering employment, promotion,
compensation or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility as it relates to
employment interviews for a General Laborer Position. A roll call vote was taken
with Loy, Patcle, Stead, and Splinter all voting yes. Motion carried.
At 11:17 A.M., Grant Loy, seconded by Mark Stead, moved to come out of closed
session and return to open session. Motion carried.
Mark Stead, seconded by Grant Loy, moved to offer the General Laborer Position
to Candidate one and that if he refuses the position to offer it to Candidate two,
pending reference checks. Motion carried.
Mark Stead, seconded by John Patcle, moved to adjourn at 11:26 A.M.to
Thursday, January 21, 2016 at 9:30 A.M.. Motion carried.
