HomeMy WebLinkAboutHighway Minutes-Nov 12 2015HIGHWAY COMMITTEE MEETING November 12, 2015 The Grant County Highway Committee held their regular monthly meeting on Thursday, November 12, 2015 at the Highway Office in Lancaster, Wisconsin. Chairman Donald Splinter called the meeting to order at 9:00 A.M.. Members present besides the Chairman were Mark Stead, John Patcle, Vern Lewison, Grant Loy, and Highway Commissioner David Lambert. Also present was County Board Chairman Robert Keeney, Dave Knoke, Jim and Diane Collins, Travis Kramer, and Larry Kirschbaum. Joining the Committee later in the meeting was Dan Wagner, Donna Bohnenkamp, Finance Director Nancy Scott, and Don Benz. Notice of the meeting was sent to the newspaper and radio station and the agenda was posted at the Administration Building and Highway Office. John Patcle, seconded by Vern Lewison, moved to approve the agenda as printed. Motion carried. Vern Lewison, seconded by Grant Loy, moved to approve the minutes of the October 8, 2015 and October 13, 2015 meetings as printed. Motion carried. Mark Stead, seconded by John Patcle, moved to pay Vouchers #713 thru #834. Motion carried. Mark Stead, seconded by Vern Lewison, moved to approve reverting back 1.29 acres along CTH "T" beyond 50 feet of the center line of the road to Jim and Diane Collins, as agreed many years ago, for $3300.00 by quit claim deed. Motion carried. Mark Stead, seconded by John Patcle, moved to approve and recommend to the full County Board a request for ATV - UTV Routes on CTH "A" from City Limits Road to Grays Mill Road and CTH "N" from Curve Road to Pigeon River Road pending approval by the Traffic Safety Committee. Motion carried. Vern Lewison, seconded by Donald Splinter, moved to approve and recommend to the full County Board a request for a ATV - UTV Route on CTH "U" from Stage Road down North Main Street to where CTH "U" turns north, then continuing North on CTH "U" to the Village Limits all within the Village of Potosi pending approval by the Traffic Safety Committee. Motion carried. David and Finance Director Nancy Scott, discussed a wage and policy adjustment regarding Highway Department staff. Donald Splinter, seconded by Grant Loy, in an effort to accurately reflect wage charge outs and proper compensatory time, moved to propose the County do the following effective January 1, 2016: 1. Eliminate out of class pay. 2. Reclassify three Section Patrol Workers in a higher classification. 3. Increase pay.grade 10 (General Laborer schedule .06� per hour to reflect time Motion carried. to Operator to reflect time spent and Section Patrol Worker) of wage spent in a higher classification. Mark Stead, seconded by John Patcle, moved to approve and sign the 2016 Routine Maintenance Agreement as proposed by the WisDOT. The proposal shows an increase of $27,400.00 over ---.what we agreed to for 2015. Motion carried. Larry reported that County crews have been doing bank work on CTH "P", have paved the floor in the new salt shed at Platteville, are putting up snow fence, and getting winter equipment ready. State crews have completed the PBM crack filling project on STH 61. For the first nine months of 2015, Grant County is under budget $25,689.34 for the maintenance work that we provide on the State Highway System. Travis gave an update on the new Platteville Shop and Salt Storage Building. The well is scheduled to be drilled on Monday, November 16th. Paving for the Salt Storage Building is done, however, wind has caused problems with the truss erection. If all goes as planned, both buildings should be completed near Thanksgiving and in use for this coming winter. David distributed registration material for the upcoming winter Highway Conference scheduled for January 18, 19, 20, 2016. David gave a draft copy of a new ordinance in Crawford County relating to prohibiting certain horseshoes. on highways to Committee members to read and review. Don Benz, Field Marketer for Titan Machinery in LaCrosse, introduced himself to the Committee. Titan Machinery operates in 11 States. He explained the benefits of using a Joint Venture Purchasing Group. In Minnesota, most County and Township purchasing is done thru the Group. Dan Wagner, Senior Transportation Project Engineer with MSA Professional Engineers in Baraboo, addressed the Committee. Dan thanked the Committee for choosing MSA to do the design work on the CTH "T" Anderson Mills Bridge Project. Dan informed the Committee that Marvin Ruhland, former Transportation Program Manager with MSA, has retired. Leah Rhodes is the new Project Manager with MSA. Again, Dan thanked the Committee for the close relationship MSA has had with Grant County over the years and that MSA is always looking for work.
