HomeMy WebLinkAboutSeptember Highway Committee MinutesHIGHWAY COMMITTEE MEETING September 14, 2017 The Highway. Committee of the Grant County Board of Supervisors met on Thursday, September 14, 2017 at 9:00 A.M. at the Highway Office in Lancaster, Wisconsin. Chairman Donald Splinter called the meeting to order. Other members present were Lester Jantzen, Mark Stead, Grant Loy, and Highway Commissioner David Lambert. John Patcle asked to be excused. Also present was County Board Chairman Robert Keeney, Personnel Director Joyce Roling, Charles Volenec, Donna Bohnenkamp, and Michelle Hartnett. Dan Wagner and Leah Rhodes joined the Committee at 9:46 A.M.. Notice of the meeting was sent to the media and the agenda was posted at the Administration Building and Highway Office. Motion by Lester Jantzen, seconded by Grant Loy, to approve the agenda after moving discussion and possible action on pipe under CTH "G" up to just after Approval of Bills. Motion carried. Motion by Mark Stead, seconded by Donald Splinter, to approve the minutes of the August 10, 2017 meeting as printed. Motion carried. Motion by Mark Stead, seconded by Grant Loy, to accept the August Voucher Report. Motion carried. David discussed a request from Charles Volenec for a pipe under CTH "G south of Cass Hollow Road, for a Manure/Slurry Line.. The proposed pipe would help keep heavy manure hauling equipment off of our County Roads. David said he would recommend that the landowner contribute 50% of the cost of installing a pipe under a County Road. Motion by Grant Loy, seconded by Lester Jantzen, that landowners requesting a pipe be installed under a County Road for a manure/slurry line, contribute 50% of the cost of installing such pipe. Motion carried. David and Donna presented the 2018 Highway Department Budget. The proposdd budget is a 1.5% increase or a $69,000.00 increase over the 2017 budget. The increase is in County Road Construction to help cover the increased costs of highway construction. Motion by Mark Stead, seconded by Lester Jantzen, to accept the proposed 2018 Highway Department Budget as presented and forward it on to the full County Board.for approval. Motion carried. Donna and Michelle gave a LEAN Project Presentation. The LEAN Team consisted of Mike Bartels, Donna Bohnenkamp, Michelle Hartnett, and Nancy Scott. The purpose of the LEAN Project was to streamline and standardize the bookkeeping process and inventory control at the Highway Department. David discussed the Administrative Fee that the Highway Department has charged Towns/Villages/Cities to cover the cost to invoice and collect the costs for the work we complete for other municipalities. The rate is set by the Highway Committee and has been 1% for many years. The WisDOT calculates the Administrative Fee that we can charge them for work completed on the State System and currently it is set at 3.9%. The Finance Director has recommended that we raise our Administrative Fee to 3.9%. After discussion, the Committee took no action on this agenda item. For the first seven months of 2017, Grant County is under budget $82,041.00 for the maintenance work that we provide on the State Highway System. State Crews have been working a PBM crack filling project and some small concrete structure repairs in the Cassville area due to earlier flooding. County Crews have most flood damage repaired and have been working to improve the grade and intersections on CTH "A". Paving on CTH "A" will be finished when the asphalt plant becomes available. Motion by Donald Splinter, seconded by Mark Stead, to amend the ATV - UTV Route Ordinance in Grant County to consolidate existing routes and label them in alphabetical order. Motion carried. Dan Wagner and Leah Rhodes from MSA Professional Services updated the Committee on the Anderson Mills Bridge Project.
