HomeMy WebLinkAboutHighway Committee Minutes Jan 11 2018HIGHWAY COMMITTEE MEETING January 11, 2018 The Highway Committee of the Grant County Board of Supervisors met on Thursday, January 11, 2018 at 9:00 A.M. at the Highway Office in Lancaster, Wisconsin. Chairman Donald Splinter called the meeting to order. Other members present were John Patcle, Lester Jantzen, Mark Stead, Grant Loy, and Highway Commissioner David Lambert. Also present was County Board Chairman Robert Keeney and Chris Blum from Short Elliott Hendrickson Inc.. Larry Kirschbaum, Jon Knautz, and Cord Yager joined the Committee at 9:10 A.M.. Notice of the meeting was sent to the media and the agenda was posted at the Administration Building and Highway Office. Motion by John Patcle, seconded by Lester Jantzen, to approve the agenda as printed. Motion carried. Motion by Mark Stead, seconded by Grant Loy, to approve the minutes of the December 14, 2017 meeting as printed. Motion carried. Motion by Mark Stead, seconded by John Patcle, to accept the December Highway Accounts Payable Report as reviewed by the Committee. Motion carried. For the first eleven months of 2017, Grant County is over the RMA budget by $73,740.00 with a total of $1,935,896.00 being spent on State Highways in Grant County thru the end of November. Grant County hopes to be reimbursed by FEMA for flood damage repairs made in the amount of $263,150.00. Because of this, the County has prepaid for hot -mix asphalt that will be used next season on the State System. David discussed some equipment requests for 2018 that included a tracked skid steer with a possible brush cutter and hammer, Kubota front mounted lawn mower, and hydraulic hammer & compactor for a excavator. Cord Yager from Ritchie Implement presented an option for a tracked skid steer machine that was a JCB Teleskid or Telehandler with a Bobcat mower. David, Jon, and Larry will get together and decide exactly what is best for the County and State needs and put specifications together to get ready to go out for bids. Motion by Mark Stead, seconded by John Patcle, to go out for bids on a tracked type skid steer machine and various attachments. Motion carried. Motion by Donald Splinter, seconded by Mark Stead, to go out for bids for a new Kubota front mounted lawn mower. Motion carried. Motion by Donald Splinter, seconded by John Patcle, to go out for bids on a hydraulic hammer and compactor for the excavator. Motion carried. Jon reported that State Crews are cutting brush to get ready for the 2018 mowing season. In 2018, the State will allow the County to mow the full width of Right-of-way on the State System. This will be done by a four section cycle where one State Section will be completely mowed once every four years. Larry reported that County Crews are cutting brush and hauling chips. Due to the extreme cold weather, more chips have been used on the roads than salt. David reported that Tom Vesperman was hired as a Operator/Patrolman to work out of Lancaster starting January 8th, Alex Wagner was hired as a Operator/Patrolman to work out of the Boscobel Outshop starting January 8th, and that John Yanna has retired opening up another Operator/Patrolman position. The welder position still needs to be filled. Grant County will receive $1,382,315.00 in General Transportation Aids for the year of 2018. This is $137,956.00 more than what was received in 2017. Chris Blum, Bridge Project Manager for Short Elliot Hendrickson (SEH), spoke to the Committee about his firm. The Company has been around for ninety years and has over 750 employees. He said that the Bridge Program will be coming out soon and that his firm would be interested in a project in Grant County. He thanked the Committee for the opportunity to address them and that consideration for his firm in any upcoming bridge project in the County would be appreciated.
