July 12, 2018
The Highway Committee of the Grant County Board of Supervisors met on Thursday,
July 12, 2018 at 9:00 A.M. at the Highway Office in Lancaster, Wisconsin.
Chairman John Patcle called the meeting to order. Other members present were
Donald Splinter, Lester Jantzen, Mark.Stead, Dwight Nelson, and Highway Commissioner
David Lambert. Also present was County Board Chairman Robert Keeney, Jon Knautz,
Tim Moyer, and Chris Blum. Noah Hofrichter and Mike Jansen joined the Committee
at 9:03 A.M..
Notice of the meeting was sent to the media and the agenda was posted at the
Administration Building and Highway Office.
Motion by Lester Jantzen, seconded by Dwight Nelson, to approve 'the amended
agenda as printed. Motion carried.
Motion by Donald Splinter, seconded by Mark Stead, to approve the minutes of
the June 14, 2018 and June 19, 2018 meetings as printed. Motion carried.
Motion by Mark Stead, seconded by Dwight Nelson, to accept the June Highway
Account Payable Report as reviewed by the Committee. Motion carried.
For the first five months of 2018, Grant County is over the RMA budget by
$3794.00 for the maintenance work that we provide on the State Highway System.
Tim Moyer of Donohue & Associates, discussed the State funded Highway Safety
Program and the possible application for a CTH "0" Highway Safety Project.
Chris Blum of Short Elliot Hendrickson, Inc. spoke to the Committee about
SEH's over 90 years of experience in highway and bridge design work and would
appreciate any consideration for upcoming projects in the County.
Noah Hofrichter and Mike Jansen of IIW Engineers, Architects, & Surveyors
stated that they have appreciated the opportunity to work with Grant County in
the past and look forward to working with the County on future projects.
Motion by Donald Splinter, seconded by Lester Jantzen, to approve and
recommend to the full County Board for approval the "Just Fix It" Resolution.
Motion carried.
The State crew will be seal coating Hwy 35 from Porter's Bridge to Bloomington
starting on Monday July 23rd. The State also has a new mow.out policy where the
County is allowed to cut the weeds the full width of the right-of-way along State
roads for up to one fourth of the roads in the County per year.
Work continues on the CTH "E" and CTH "T" bridge replacement projects, paving
from North Andover to CTH "VV" is now complete, and paving from Lancaster to the
Martin Bridge on CTH "A" is moving forward:
A quote was received from Myers & Carroll's Plumbing & Heating in the amount
of $9423.00 to replace the furnace and air conditioner at the Lancaster office.
This includes all labor, materials, crane, needed to complete the job. All work
on the current systems over the years has been provided by Myers & Carroll's.
Carl Chappell has replaced Jason Pickett for a County Patrol Section out of
the Boscobel Shop.
David informed the Committee that he has agreed to install three signs along
the new Mound View State Trail that extends from east of Platteville to Belmont.
The signs will indicate that the trail is closed to 'motorized vehicles and horses.
Motion by Mark Stead, seconded by Lester Jantzen, to adjourn at 10:26 A.M. to
Thursday, August 9, 2018 at 9:00 A.M.. Motion carried.
