March 8, 2018
The Highway Committee of the Grant County Board of Supervisors met on Thursday,
March 8, 2018 at 9:00 A.M. at the Highway Office in Lancaster, Wisconsin.
Chairman Donald Splinter called the meeting to order. Other members present
were John Patcle, Lester Jantzen, Mark Stead, Grant Loy, and Highway Commissioner
David Lambert. Also present was County Board Chairman Robert Keeney, Judy Hazen,
Jesse Werner from Meigs, Todd Riebau from Contech, and Justin Vaughn & Justin Van Hall
from Metal Culverts. Joining the Committee after the meeting started were Jon Knautz,
Larry Kirschbaum, Rick Satterlee, Leah Rhodes, Dan Wagner, Fred Grubber, Ralph Liegel,
Dave Walker, Sara Grimme, Mike Banaszak, Chad Halverson, Cody Churchill, and Troy
Kramer.
Notice of the meeting was sent to the media and the agenda was posted at the
Administration Building and Highway Office.
Motion by Grant Loy, seconded by John Patcle, to approve the agenda with the
change of waiting until 10:00 A.M. to open the asphalt bids. Motion carried.
Motion by Mark Stead, seconded by John Patcle, to approve the minutes of the
February 8, 2018 and February 27, 2018 meetings as printed. Motion carried.
Motion by Lester Jantzen, seconded by John Patcle, to accept the February
Highway Accounts Payable Report as reviewed by the Committee. Motion carried.
For the first month of 2018, Grant County is under the RMA budget by $66,846.00
for the maintenance work that we provide on the State Highway System.
The 2018 culvert bids were opened and were as follows:
Contech Construction Products Total bid package price $49,380.00
Metal Culverts, Inc. Total bid package price $53,887.70
Motion by Lester Jantzen, seconded by John Patcle, to accept the low bid for
2018 culverts from Contech Construction Products for $49,380.00. Motion carried.
The 2018 Bituminous Products Quotes (seal coat & tack oil) were opened. There
was only one quote received this year.
Meigs Paving Asphalts & Emulsions (Henry G. Meigs, L.L.C.) Portage, WI

HFRS-2 $2.06 gallon HFRS-2P $2.27 gallon
Judy Hazen discussed and recommended a number of changes to the ATV - UTV
Ordinance in the County.
Motion by John Patcle, seconded by Grant Loy, to approve the following changes
to the Grant County ATV - UTV Ordinance and recommend to the full County Board for
approval:
No ATV/UTV shall be operated at a speed greater than posted speed limits.
No person under the age of 18 may operate, or ride as a passenger in or on,
an ATV/UTV on any designated route unless wearing protective head gear.
All occupants in an UTV are required to wear a seat belt.
All Grant County designated ATV/UTV Routes are open year round.
The areas designated as an all -terrain vehicle/utility-terrain vehicle route
shall include all highways within Grant County classified as County Highways.
Motion carried.
Jon reported on projects that the State crews are working on and Larry reported
on projects the County crews have been working on.
David informed the Committee that the Highway Department is fully staffed.
Rick Satterlee from Ayres Associates spoke to the Committee about wanting to
work with the County on any upcoming bridge or road projects.
Fred Grubber and Ralph Liegel from Jewell Engineering asked about the needs of
the County and what Jewell can do to meet those needs. They look forward to working
with Grant County and asked for consideration on upcoming projects.
Mike Banaszak and Chad Halverson from KL Engineering stated that KL would like
to be considered for upcoming projects.
The 2018 asphalt bids were opened:
Iverson Construction $46.16/ton CTH "A" Fennimore Plant
$44.89/ton CTH "V" lower coarse Prairie du Chien Plant
$45.36/ton CTH "V" upper coarse Prairie du Chien Plant
Motion by Grant Loy, seconded by John Patcle, to accept the Hot Mix Asphalt
bid from Iverson Construction. Motion carried.
The pulverizing bids were opened:
Kartechner Bros. Waupun 1.05 sq./yd $64,410.00
WK Construction Middleton .355C sq/yd $21,343.00
The Kraemer Co. Plain .333C sq/yd $17,940.22
Motion by John Patcle, seconded by Lester Jantzen, to accept the low bid for
Pulverizing from The Kraemer Co.. Motion carried.
Leah Rhodes and Dan Wagner from MSA Engineering thanked the Committee for their
firms past work in the County and said that MSA would be interested in upcoming
bridge projects in Grant County.
Dave Walker and Sara Grimme from Strand Associates thanked the Committee for
their past work with the County and that Strand is interested in doing business
with Grant County on any upcoming bridge projects.
Motion by Mark Stead, seconded by John Patcle, to adjourn at 10:43 A.M. to
Thursday, April 12, 2018 at 9:00 A.M.. Motion carried.
