August 9, 2018
The Highway Committee of the Grant County Board of Supervisors met on Thursday,
August 9, 2018 at 9:00 A.M. at the Highway Office in Lancaster, Wisconsin.
Chairman John Patcle called the meeting to order. Other members present were
Donald Splinter, Mark Stead, Lester Jantzen, Dwight Nelson, and Highway Commissioner
David Lambert. Also present was County Board Chairman Robert Keeney, Information
Technology Director Shane Drinkwater, Randy Anderson, Eric Price, and Judy Hazen.
Notice of the meeting was sent to the media and the agenda was posted at the
Administration Building and Highway Office.
Motion by Lester Jantzen, seconded by Donald Splinter, to approve the agenda
as printed. Motion carried.
Motion by Dwight Nelson, seconded by Donald Splinter, to approve the minutes
of the July 12, 2018 meeting as printed. Motion carried.
Motion by Mark Stead, seconded by Lester Jantzen, to accept the July Highway
Account Payable Report as reviewed by the Committee. Motion carried.
For the first six months of 2018, Grant County is under the RMA budget by
$7456.00 for the maintenance work that we provide on the State Highway System.
Randy Anderson and Eric Price from CORRE, Inc. explained to the Committee
that CORRE, Inc offers a full service professional engineering consulting firm
with capabilities in Transportation, Structural, and Construction Engineering
and would appreciate any consideration for upcoming projects in the County.
The Highway Department has been leasing a Caterpillar D6 Dozer for the past
three years with the lease payments going towards reducing the purchase price.
David recommends purchasing the unit for $220,000.00.
Motion by Donald Splinter, seconded by Mark Stead, to purchase the Caterpillar
D6 Dozer for the balance left on the lease agreement of $220,000.00, and the money
is to be transferred from 2017 Undesignated Revenues to the Equipment Account.
Motion carried.
The Seal Coat Project on Hwy 35 between Porter's Bridge and Bloomington is
complete.
Rut Paving on Hwy 133, Hwy 80, and Hwy 11, is nearly complete, with 2 days
of paving left on Hwy 133 between Cassville and Bloomington.
Anderson Mills Bridge on CTH "T" is under construction with both abutments
complete and construction of the pier beginning. CTH "T" remains closed to traffic.
Leggett Branch Bridge on CTH "E" is nearly complete. The asphalt approaches
will be placed this week with the approach beam guard yet to be installed.
CTH "A" is closed from Cemetery Road to Bedrock Road while the surface is
lowered by up to six feet. Once complete, concrete curbs will be placed at the
Little Grant Cemetery and Bark's Corner before paving these two short portion of
CTH "A".
Sidewalk repair at the Millville Boat Landing is to begin next week.
Paving at the Wyalusing Boat Landing will be completed next year.
David informed the Committee that there was a recent challenge to the Grant
County ATV - UTV Ordinance. The question was can the County set stricter
limitations in our ordinance than are set by the State. Corporation Counsel Ben
Wood called David and indicated that the Grant County ATV - UTV Ordinance was
upheld in Grant County Court.
Motion by Mark,Stead, seconded by Lester Jantzen, to adjourn at 9:55 A.M.
to Thursday, September 13, 2018 at 9:00 A.M.. Motion carried.
