December 13, 2018
The Highway Committee of the Grant County Board of Supervisors met on Thursday,
December 13, 2018 at the Highway Office in Lancaster, Wisconsin.
Chairman John Patcle called the meeting to order at 9:00 A.M.. Other members
present were Lester Jantzen, Mark Stead, Dwight Nelson, Donald Splinter, and Highway
Commissioner David.Lambert. Also present was County Board Chairman Robert Keeney,
Travis Kramer, Terry Solomon, Ben Meier, Faber Runde, John Dalsing, Joe Hoffman,
Jeff Smith, Jeff Lutes, Brian Berquist, and Mick Whitaker. Joining the Committee
later in the meeting were Mike Bartels, Jan Knautz, David Walker, and Keith Behrend.
Notice of the meeting was sent to the media and the amended agenda was posted
at the Administration Building and Highway Office.
Motion by Lester Jantzen, seconded by Donald Splinter, to approve the amended
agenda as printed. Motion carried.
Motion by Dwight Nelson, seconded by Mark Stead, to approve the minutes of the
November 8, 2018 and November 13, 2018 meetings as printed. Motion carried.
Motion by Donald Splinter, seconded by Mark Stead, to accept the November
Account Payable Report as reviewed by the Committee. Motion carried.
Brian Berquist of Town & Country Engineering and David discussed cost sharing
of proposed street improvements in the Village of Tennyson (CTH "0"). Brian gave
the Committee an estimate of the cost of the project that starts at STH 61 and
extends to Bunker Hill Street in the Village of Tennyson. David asked questions
regarding the cost of removal & disposal of existing concrete flatwork, sawcutting,
and asphalt driveway replacements. Brian agreed that these items should not be
part of the County portion of expenses. Without these items, the County portion
of the project is estimated to be about $375,000.00 for the middle 24 feet of
roadway. Brian will update his estimates and get with David for approval.
For the first ten months of 2018, Grant County is over the RMA budget by
$126,629.00 with $1,954,112 being spent on State Highways in Grant County thru
the end of October.
Motion by Donald Splinter, seconded by Lester Jantzen, to select the Grant
County Highway Committee and Mr. John Dalsing as the "Selection Committee" for the
Local Bridge Replacement Program for the current bridge cycle. The purpose of this
Selection Committee will be to select the Design Consultants for 3 bridge replacement
projects as approved in the current cycle of the Local Bridge Replacement Program.
(Jimtown Road -Town of Jamestown, Borah Road -Town of North Lancaster, Brewery Hollow
Road -Village of Potosi) Motion carried.
Motion.by Donald Splinter, seconded by Dwight Nelson, to select the Chairman
of the Grant County Highway Committee to serve as the Chairman of the Selection
Committee for the Local Bridge Replacement Program. Motion carried.
Motion by Mark Stead, seconded by Lester Jantzen, to use the DOT Criteria
as listed in FDM, as the Ranking Criteria to determine the selection of Design
Consultants for the Local Bridge Replacement Program. Motion carried.
Travis presented the Committee with a list of 14 eligible and interested
Design Engineering Consultants.
Motion by Donald Splinter, seconded by Dwight Nelson, to pick IIW,P.C.,
MSA Professional Services, Inc., Ayres & Associates, Inc., Strand Associates, Inc.,
and Jewell Associates Engineers, Inc. for the short list of Design Consultants
for the Local Bridge Replacement Program Bridges. Motion carried.
David received a letter stating that the CTH "Q" Road Project (US 61 to CTH G)
is approved for funding through the Surface Transportation Program -Rural Program.
Motion by Donald Splinter, seconded by Lester Jantzen, to approve and sign
the Discretionary Traffic Maintenance Agreement for calendar year 2019. Motion
carried.

Motion by Mark Stead, seconded by Lester Jantzen, to purchase two 2020
International HV 507 SFA Patrol Trucks from Thompson Truck & Trailer for
$95,361.39 each or less based on the warranty chosen after review of the bid
information. Motion carried.
Motion by Donald Splinter, seconded by Mark Stead, to accept the low bid
from Burke Truck & Equipment at $80,662.00 per truck for a dump body, 12, plow,
9' right wing, sander, and electrical system. Motion carried.
Motion by Donald Splinter, seconded by Lester Jantzen, to recomrt'end to the
full County Board that David Lambert be appointed Grant County Highway Commissioner
for another 2 year term (January 1, 2019 to December 31, 2020). Motion carried.
Motion by Mark Stead, seconded by Lester Jantzen, to request that the County.
Board meeting date in January 2019 be changed as the Highway Committee will be
attending the Wisconsin County Highway Association Winter Conference. Motion
carried.
David Walker & Keith Behrend of Strand Associates addressed thei:Committee
regarding engineering services related to the proposed bridge replacement projects.
Motion by Mark Stead, seconded by Dwight Nelson, to adjourn at 11:04 A.M.
to Thursday, January 10, 2019 at 9:00 A.M.. Motion carried.
