August 8, 2019
The Highway Committee of the Grant County Board of Supervisors met on Thursday,
August 8, 2019 at the Highway Office in Lancaster, Wisconsin.
Chairman John Patcle called the meeting to order at 9:00 A.M.. Other members
present were Mark Stead, Dwight Nelson, Donald Splinter, Lester Jantzen,"and Highway
Commissioner David Lambert. Also present was County Board Chairman Robert Keeney,
Mike Bartels, and John Finney. Joining the Committee after the meeting had started
were Leah Rhodes, Jaime Kurten, Fred Gruber, and Travis Kramer.
Notice of the meeting was sent to the media and the agenda was posted at the
Administration Building and Highway Office.
Motion by Lester Jantzen, seconded by Dwight Nelson, to approve the agenda as
printed. Motion carried.
Motion by Dwight Nelson, seconded by Mark Stead, to approve the minutes of the
July 11, 2019 meeting as printed. Motion carried.
Motion by Mark Stead, seconded by Lester Jantzen, to accept the July Highway
Accounts Payable Report as reviewed by the Committee. Motion carried.
For the first six months of 2019, Grant County is over the RMA budget by
$343,197.00, with $1,458,689.00 being spent on the State Highway System in Grant
County so far this year.
Bids were opened on tractors, loaders, and pull -behind mowers:

Mike will review all the bids and compare to specifications. The Committee
will meet on Tuesday, August 20, 2019 at 9:00 A.M. to discuss Mike's findings
and determine which bids to accept.
Jaime Kurten and Leah Rhodes from MSA Professional Services, Inc. and Fred
Gruber from Jewell Associates Engineers, Inc. presented the Committee with a
Statement of Qualifications from each of their firms regarding Design Engineering
Services for the County STP-Rural Road Project (CTH "A" Roadway Reconstruction
and Bridge Replacement). Jaime and Leah from MSA and Fred from Jewell pointed
out the experience each one of their firms have had in similar projects across
the area and State. The Committee took no action regarding selecting a Design
Engineering Firm for the project.
David had no update on the property near Patch Grove.
State crews have completed the PBM bridge sealing project, completed State
mowing (one pass, one time per season), and "Skinny Mix" asphalt wedges have been
placed on State Highways using County paving crew and County trucks to haul asphalt.
County crews have completed a binder course of asphalt 30 feet wide on CTH W,
and both lifts of asphalt 30 feet wide on CTH "J". The crew is currently paving
a 4 mile stretch on CTH 171
Under the County Equipment Report, David recommended increasing the Equipment
Account in the 2020 budget. Our newest quad axle has over 12,000 hours on it and
is 13 years old. Also, a newer loader will be needed sometime soon.
David informed the Committee that the mechanics worked Friday's during the
month of July. Good work was completed and that the tone in the shop has improved.
Motion by Mark Stead, seconded by Lester Jantzen, to adjourn at 10:40 A.M. to
Tuesday, August 20, 2019 at 9:00 A.M.. Motion carried.
