HomeMy WebLinkAboutHighway Committee Meeting-July 11 2019HIGHWAY COMMITTEE MEETING July 11, 2019 The Highway Committee of the Grant County Board of Supervisors met on Thursday, July 11, 2019 at the Highway Office in Lancaster, Wisconsin. Chairman John Patcle called the meeting to order at 9:00 A.M.. Otter members present were Mark Stead, Dwight Nelson, Donald Splinter, Lester Jantzen, and Highway Commissioner David Lambert. Also present was County Board Chairman Robert Keeney and Jon Knautz. Travis Kramer and Larry Kirschbaum joined the Committee after the meeting started. Notice of the meeting was sent to the media and the agenda was posted at the Administration Building and Highway Office. Motion by Lester Jantzen, seconded by Dwight Nelson, to approve the agenda as printed. Motion carried. Motion by Donald Splinter, seconded by Lester Jantzen, to approve the minutes of the June 13, 2019 meeting as printed. Motion carried. Motion by Mark Stead, seconded by Donald Splinter, to accept the June Highway Accounts Payable Report as reviewed by the Committee. Motion carried. For the first five months of 2019, Grant County is over the RMA budget by $286,464.00, with $1,249,504.00 being spent on the State Highway System in Grant County so far this year. David met with Adam Kramer several weeks ago regarding the property near Patch Grove that the County is interested in buying. He gave Adam a copy of the WisDOT covenant attached to the property, an Email message indicating that the WisDOT would allow Grant County to put in an additional access to Hwy 35, and a copy of the Tim Slack Appraisal. David met with Adam again on July 8, 2019 and talked about getting an estimate for paving his current lot and driveway and negotiating that into the deal. David will get an estimate and get back to him. Jon reported that State crews are busy mowing, repairing flex beam, cleaning out plugged tubes, and repairing shoulders washed out by recent heavy rains. Two PBM projects have also been submitted to the WisDOT, deck sealing on 15 bridges in the County and crack filling Hwy 61 between Lancaster and Dickeyville. Larry reported that County crews have completed seal coating for this season and that pulverizing has been completed on CTH "K" and CTH "J". Paving is to begin on Monday, July 15th. Motion by Mark Stead, seconded by Lester Jantzen, to select the Grant County Highway Committee as the "Selection Committee" for the County STP-Rural Road Project. Motion carried. Motion by Donald Splinter, seconded by Lester Jantzen, to select the Chairman of the Grant County Highway Committee to serve as the Chairman of the Selection Committee for the County STP-Rural Road Project. Motion carried. Travis presented the Committee with a list of 13 eligible and interested Design Engineering Consultants. Motion by Mark Stead, seconded by Dwight Nelson, to choose Jewell Associates Engineers, Inc. and MSA Professional Services, Inc, for the short list of Design Consultants for the County STP-Rural Road Project. Motion carried. Under the Equipment Report, David told the Committee that a used Sign Truck had been purchased at a cost of $17,713.00. Some work will be needed to be done on the truck with the hope of using it as the main sign truck in the near future. Some of the work includes: replacing two tires, adjusting the brakes, looking at the injector cups, and painting the back end and catwalk area. David will bring bids to the Committee in August for two new tractors, mowers, and loaders. David said that delivery of the new International Patrol Trucks that should have been here April 15th will now be sometime in August. If this is the case, it may be as late as February before Burke will able to complete, their work on the trucks. David informed the Committee about some employee concerns as they pertain to Shop/Patrolman issues.
