October 10, 2019
The Highway Committee of the Grant County Board of Supervisors met on Thur
October 10, 2019 at the Highway Office in Lancaster, Wisconsin.
Chairman John Patcle called the meeting to order at 9:00 A.M.. Other members
present were Lester Jantzen, Mark Stead, Dwight Nelson, Donald Splinter, and Highway
Commissioner David Lambert. Also present was County Board Chairman Robert Keeney,
Mike Bartels, Ben Meier, Jason Kieler, Jeremy,Gengler, Jeff Klein, Mike Sutter, Sam
Landes, and Jeff Smith. Joining the Committee later in the meeting were Travis
Kramer and Larry Kirschbaum.
Notice of the meeting was sent to the media and the agenda was posted at the
Administration Building and Highway Office.
Motion by Dwight Nelson, seconded by Donald Splinter, to approve the agenda as
printed. Motion carried.
Motion by Mark Stead, seconded by Dwight Nelson, to approve the minutes of the
September 12, 2019 meeting as printed. Motion carried.
Motion by Donald Splinter, seconded by Lester Jantzen, to accept the September
Highway Accounts Payable Report as reviewed by the Committee. Motion carried.
For the first eight months of 2019, Grant County is over the RMA budget by
$315,400.00, with $1,829,640.00 being spent on the State Highway System in Grant
County so far this year.

The Committee took no action on the Truck and Equipment bids to allow
Mike time
to review the:bids against specifications and present his findings to
the Committee
at a future meeting.' -.11
David and Travis discussed the CTH 'IQ" STP Rural Program Project.
The CTH "Q"
design will be done here at Grant County and will work with Dan Wagner
& Leah Rhodes
from MSA to complete the bridge structure design.
County, crews have completed paving on CTH ' "-and have been working
on flood
damage issues.
State crews started Monday on a PBM Project. They are crack filling
on US Hwy 61
from Lancaster to Dickeyville. -
Under the Equipment Report, it was noted that both International
trucks have
been delivered to Burke who will complete their work by March 2020. The
trucks
arrived with three issues that did not meet bid specifications: 1) missing
small
window in passenger door; 2) missing spotlight, 3) transmission control
on steering
column instead of a dashboard ,pad. These two trucks will be different
from the rest
of the fleet.
David and Travis gave an update on the MLS Program. Applications
are due
December 6, 2019. They are working on applicationsfor: Asphalt only
on CTH 110"
or CTH I'D" or CTH "H", and the replacement of Bridge #P-22-918 on CTH
"T"
