September 12, 2019
The Highway Committee of the Grant'County Board of Supervisors met on Thursday,
September 12, 2019 at the Highway Office in Lancaster, Wisconsin.
Chairman John Patcle called the meeting to order at 9:00 A.M.. Other members
present were Mark Stead, Dwight Nelson, Donald Splinter, Lester Jantzen,' and Highway
Commissioner David Lambert. Also present was Travis Kramer.
Notice of the meeting was sent to the media and the agenda was posted at the
Administration Building and Highway Office.
Motion by Dwight Nelson, seconded by Lester Jantzen, to approve the agenda as
printed. Motion carried.
Motion by Mark Stead, seconded by Donald Splinter, to approve the minutes of the
August 8, 2019 and August 20, 2019 meetings as printed. Motion carried.
Motion by Donald Splinter, seconded by Dwight Nelson, to accept the August
Highway Accounts Payable Report as reviewed by the Committee. Motion carried.
For the first seven months of 2019, Grant County is over the RMA budget by
$339,964.00, with $1,626,449.00 being spent on the State Highway System in Grant
County so far this year.
Motion by Donald Splinter, seconded by John Patcle, to award the Design
Engineering for the County STP - Rural Road Project to Jewell Associates Engineers
and that if they decline to accept the Project to offer the Design Engineering for
the Project to MSA Professional Services. Motion carried.
David and Travis informed the Committee on an update to the MLS Program. The
2019 - 2021 Wisconsin budget provides $75 million in one-time general purpose revenue
funding for multimodal transportation projects on the local system through', the
Multimodal Local Supplement. The MLS program is similar to the LRIP program but is
not subject to the same restrictions and is available to an expanded range of
improvement types. The program pays up to 90% of total eligible costs with local
governments providing a minimum of 10% cost share.
David informed the Committee that he estimated it would cost $29,000.00 to
pave part of the parking lot and $66,000.00 for the whole area at the Black Sand
Granary property near Patch Grove.
State crews have be working on gravel wash outs and plugged tubes.
County crews have been busy repairing storm damage and will finish paving
for the season as asphalt becomes available.
David gave an update on Boat Access projects that have been completed and
that need to be completed at Woodman, Millville, Wyalusing, O'Leary's, & McCartney's.
Under the Equipmemt Report, it was noted that two tractors with front end
loaders and two pull behind mowers have been ordered. One International truck was
delivered on Sept. 3rd and the 2nd truck is to arrive today. At the 12/13/2018
Highway Committee meeting, Thompson Trucks promised delivery of the trucks by
April 15 - April 20, 2019.
David recommended increasing the Equipment Account in the 2020 budget by
$100,000.00. The newest quad axle truck is 13 years old and sometime soon a
newer loader will be needed.
Motion by Mark Stead, seconded by Dwight Nelson, to accept the 2020 Highway
Department budget as presented and forward on to the full County Board. Motion
carried.
Motion by Mark Stead, seconded by Dwight Nelson, to adjourn at 10:17 A.M.
to Thursday, October 10, 2019 at 9:00 A.M.. Motion carried.
