November 14, 2019
The Highway Committee of the Grant County Board of Supervisors met on Thursday,
November 14, 2019 at the Highway Office in Lancaster, Wisconsin.
Chairman John Patcle called the meeting to order at 9:00 A.M.. Other members
present were Mark Stead, Dwight Nelson, Donald Splinter, Lester Jantzen, Pand Highway
Commissioner David Lambert. Also present was County Board Chairman Robert Keeney,
Leah Rhodes, Beth Steinhauer, Dave Walker, Sarah Grimme, and Keith Behrend. Travis
Kramer and Jon Knautz joined the Committee later in the meeting.
Notice of the meeting was sent to the media and the agenda was posted at the
Administration Building and Highway Office.
Motion by Lester Jantzen, seconded by Dwight Nelson, to approve the agenda as
printed. Motion carried.
Motion by Dwight Nelson, seconded by Donald Splinter, to approve the minutes
of the October 10, 2019 and October.24, 2019 meetings as printed. Motion carried.
Motion by Donald Splinter, seconded by Lester Jantzen, to accept the October
Highway Accounts Payable Report as reviewed by the Committee. Motion carried.
For the first nine months of 2019, Grant County is over the RMA budget by
$337,619.00, with $2,044,206.00 being spent on the State Highway System in Grant
County so far this year.
Dave Walker, Sarah Grimme, and Keith Behrend of Strand Engineering addressed
the Committee by thanking them for their support in the past and stating how they
look forward to working with the County in the future.
Leah Rhodes and Beth Steinhauer from MSA Professional Services also thanked
the Committee for their support in the past and look forward to working with the
County in the future. They briefly discussed the Potosi project they are currently
working on and said that there will be a new bridge across from the Potosi Brewery
and not a box culvert as earlier discussed.
Motion by Mark Stead, seconded by Donald Splinter, to submit an application
to the MLS Program for the CTH "H" project and the replacement of Bridge #P-22-918
on CTH "T". Motion carried.
Jon informed the Committee that the State has 12000 ton of salt on hand and
that that all flood repairs have been completed.
David reported that the County crews have completed all paving and seal coating
projects for the season with the exception of Wyalusing due to high water levels.
David discussed the impact that the proposed stormwater runoff fees the City
of Lancaster has announced for 2020 will have on the Highway Department. The
Highway Department currently pays $2700.00 and that amount will increase to $4000.00
next year.
David informed the Committee of a personal purchase issue at the Highway
Department. Employees are not allowed to purchase parts/steel/salt through the
County Highway Department, however, it is a practice that has been going on for
at least 35 years. This will no longer happen and six of the most recent employees
have reimbursed the County for what they had purchased.
Motion by Mark Stead, seconded by Dwight Nelson, to adjourn at 10:30 A.M. to
Thursday, December 12, 2019 at 9:00 A.M.. Motion carried.
